I'm buying an iPad, wifi only, as a gift for a visitor from the Slovak Republic.
I see that there is a keyboard available in Slovak, but what about the OS itself?
Is the charger compatible with the 220V European grid? I've been told that the charger is rated for 100-230V, and all I need is the wall-plug adapter.

AT&T model iPad uses the GSM protocol and has a mini-sim card slot. GSM is the most widely used protocol.

That will depend on how you buy the iPad.
If you buy it from an Apple Store directly at full price it will be unlocked, and can take a sim card from any compatible GSM carrier.
If you buy it directly from T-Mobile under a subsidy(at a discount price tied to a service contract) Then it may be locked to T-Mobile for at least 40 days of service with them.

Welcome to the Apple community.
Yes you can do that, however you can only have one primary account. You will need to set one account up as a secondary account and choose which account you wish to do this with, since you can only use mail, contacts, calendars, notes and reminders with a secondary account.
On your Mac, you would enter the account at system preferences> mail, contacts & calendars, on your mobile device you would enter your account at settings> mail, contacts, calendars.

That's really good to know. I thought because it was a different thickness you wouldn't be able to, and the dock adaptor that comes with the new iPods doesn't fit into the old Photo dock.

Some days ago I had to change the provider. (Perhaps this may be the reason for my problem?) Now both mail systems are connected - in the way that if I put on Mac *1 a mail into the trash it is automatically thrown into the trash on Mac *2.
What is to be done to separate the two systems (i. e. make them independent of each other)?

It looks like you are using a IMAP mail account, a protocol used by most email providers nowadays. Read -> http://en.wikipedia.org/wiki/Internet_Message_Access_Protocol
