Nope. All AT&T iPhones are locked to AT&T & there is no way to get them officially unlocked, as AT&T will not unlock an iPhone for anyone for any reason. You could only use it in India while roaming with AT&T-cost a small fortune.

Your device has a warranty & service coverage in the United States, not in Turkey. An iPhone sold in the U.S. is intended for use in the U.S., not in Turkey. You should have purchased an iPhone in Turkey for use in Turkey.
Only if you are going to be temporarily traveling should you be in a country with an iPhone meant for use in another country.

You can send it to someone you know in the US to have them take it in for service or you can get on a plane and take it there yourself. You can not ship it to Apple in the US for service.

Based on your post I understand you would like to remove personal information from a lost iPad. The only way to do this is by using iCloud security features which allow you to remotely erase a device. Do you have an iCloud account you used on the iPad? This article provides more information:

If your iOS device or Mac is lost or stolen, you can erase it if you set up Find My iPhone on the device before it was lost.
If you erase your iPhone 6 or iPhone 6 Plus and you have credit and debit cards in Passbook for Apple Pay, Find My iPhone attempts to remove your cards immediately, even if your iPhone is offline. For more information, see the Apple Support article Using Passbook.
Important: Before you erase your device, try to locate it or play a sound on it. After you erase it, you can’t use Find My iPhone to do either. You may still be able to locate your Mac if it’s near a previously used Wi-Fi network.

the iPhone personally or send it to a friend/relative/co-worker in Japan for them
to take into Apple Japan. Be advised if the iPhone was hacked or otherwise
modified to unlock from the Japanese wireless provider, Apple will not have
anything to do with the iPhone - including paid for repairs.

I have iphone 3 GS. I upgraded the software to ios 5 and the phone is now can't be accessed. All I can see is the Gray screen says Iphone. It ask me to set it up, choose your country, wifi, etc. when I did that, it always stop at the page where it says "Apple activation server is down, please try it again". Tried so many times but the same messages kept showing up. Connect it to Itunes, itunes said there is no sim card installed. They need to be registered under different Apple ID's. The initial Apple ID is set when you first start the phone up. If you've already registered the phone to the iTunes account, back it up to your computer, and then have iTunes do a factory reset. Go to www.icloud.com, log in with your current Apple ID, select "Find My iPhone," choose the iPhone you want to dissociate from your primary Apple ID from the upper left, and then click the little circled X ("remove").
When you start the phone, it will have you go through the setup process again, at which time you need to create a unique Apple ID for the device. You can then restore it from your iTunes backup to get back your apps and other settings.
Whenever you use the iTunes store, use the login information (Apple ID and password) that you were using before. Basically, the second Apple ID that you created is purely used for accessing iCloud services, which includes synchronization of contacts, iCal events, and other such things.

Our experience is a little different, we have different iTunes accounts for different family members, each family member has their own iTunes library on their own mac, each mac uses my Apple ID for homesharing and we are able to play purchased content from each library on the Apple TV.
