Will the iPhone work without using a data plan?
I already have an iPad, which I prefer to use.

We use AT&T.  There is a data plan included in their basic rate but it is about 200MB/month if I recall correctly, so it isn't very much.  For serious data plan users you need to pay for an upgrade on that component (2GB/month or unlimited).  So you get a small amount as part of the basic package but it is really designed that you pay for an upgrade if you're going to really use the iPhone with data.  Nothing is "free" but you could consider the 200MB as the free data you get with the basic package.  You may find that there are times you would want to use it as iPads are not always the most convenient things to carry around (reminds me of when we were on holiday recently in a national park and people were holding up iPads trying to take photos in 30mph winds).

    You can buy it and you can trim a microSIM which may or may not work. You will not be able to connect to your cell provider and use 4G LTE and for any warranty service you will need to return to the US.
    You can use it as a very expensive iPod Touch but you have to activate it with a SIM first. Any updates or restores will also require a SIM.

    I currently use 2 phones to make calls: one t-mobile locked phone for the US and one O2 locked phone for Germany, both without data plan.

    No supported carrier, including T-Mobile in the U.S., permits the use of an iPhone without a data plan. Though it's technically possible to do it, if and when they find you, they will either charge you for a data plan or shut down your account.

It is called risk taking and those who take the risks to begin with - the founders of the company and the risks taken along the way should be rewarded very handsomely for doing so and rightfully so. The ones who aren't smart enough and willing to take the same type of risks sit back and make judgements and statements about the ones that do.

    $35 - activation fee, plus a pro-rated charge for cellular services between activation and cancellation.
    $509 plus tax on the iPhone and the pro-rated charge for cellular service.
    I don't know how much a 16GB iPod Touch costs, but probably less than this without all the trouble.
    The iPhone is called an iPhone for a reason. If you want an iPod Touch, purchase an iPod Touch.

    It needs a SIM card to activate. Downgrading iOS is not supported, but even if it was, you would still need a SIM to activate it. Just get a SIM, it doesn't need to have active service on it. The SIM is just required for the initial activation, and you can take it out afterwards.

    First off thanks for any help – I've seen the support article Using an iPhone without a wireless service plan and it no longer seems to reflect the current setup for the iTunes Store.
    I have an old original iPhone that I've been using as an iPod. Works fine, but for some reason I wasn't able to replace some old photos with additional music. So, I decided to restore the phone and wipe it clean so there would be more space for music.
    After the phone was wiped clean, it needed to be reactivated. There's no way to get into the phone or load music onto it without activating it, as far as I can tell. I saw the support article above, but after going through the steps in the iTunes store there was no way to active the phone without purchasing a $20 a month data plan. I know there's another way (or there used to be) but I can't figure it out.
    Basically, just need to active my old iPhone, so that I can continue to use it as an iPod touch, without purchasing a new data plan.

    More info – the phone was used (by me) with a data plan for about two years.
    The SIM card that's in the phone is the same as when I first purchased it.
    I can easily activate it – just not without purcahsing a data plan.

    The iPhone 3G will be sold at at&t and Apple brick and mortar stores only - at least initially, and activation and signing a two year contract will be required at the store when the iPhone is purchased. The unlimited data plan is not an option and is required.
    The iPhone includes what is called A-GPS or assisted GPS.
    The iPhone Maps application downloads selected maps from Google, which is downloaded to the iPhone via wi-fi or at&t's cellular network. GPS without having access to maps won't be much good. Some 3rd parties may provide select maps that can be purchased and downloaded to the iPhone via the iTunes App Store for access via GPS if there is no cell phone reception, but this is unknown.

    2. I selected "Set up as New iPhone"
    3. It registered
    4. It was activated, and was an iPod Touch basically
    5. I sold it, so I can't try it. I now use Verizon, so no SIM, although I do have an original iPhone (retired), but can't find my old SIM.
