The iTunes EULA, as I understand it (I'm not an attorney )for Apps is basically that one person can use an App multiple devices, or multiple people can use an App one device..so one to many or many to one, but not many to many....

    You can set up an iCloud account on each one (the SAME iCloud account using the same AppleID on each) and then sync via iCloud.

    However, an iCloud backup nor sync contains purchased content - that is available for redownload from the iTunes and App stores (so no need to waste iCloud space storing it for you).
    So, for purchased content, you will have to download it on each device - just use the same AppleID and download each item on each device.
    Without a computer to aid the sync'ing, downloading the purchased content on each device is the only way.
    P.S  audiobooks cannot be re-downloaded once purchased (all other content can be), so without a computer to save, store and move the audiobook files around, you will only be able to put those on one device - the one you first purchase it on.

    I have also tried putting the music into a shared folder but this hasn't worked properly for me as the secondary account is able to purchase (but not download) the music correctly from iTunes.

    I have Paragon's "NTFS for MacOSX", so I could actually move the library to the NTFS partition and use it from both OSes.
    The thing is, the changes made on one version won't appear on the other system.
    Is there a way to make both iTunes clients read/write to the same files? Is the file format of the Mac-iTunes identical with the one used by the Win version?
    And isn't that an interesting question...?

    The music files are currently on the Mac partition of my MacBook. I plan to move them to the Bootcamp partition, so when using "NTFS for MacOS" I can both read and write there from either partition.
    To facilitate administration (e.g. when I add music files using the Mac iTunes, the Windows iTunes doesn't realize the change) I wonder if I can somehow teach both iTuneses (the one on the Mac side and the other one on the Windoews side) to write to/read the same (XML??) admin files.
    ...which then will have to reside on the NTFS partition as well to be readable/writable from either partition.
    Is there a way to change the default path for the library files?

    You need to start by understanding the distinction between iTunes and iCloud - Apple confuse the issue by referring to 'iTunes Match' as part of iCloud. It isn't.
    You don't have to have the same login (Apple ID) for iTunes and iCloud; many people don't and there's no problem about it.
    Your iCloud ID gets you email, calendars, contacts, iWork documents and PhotoStream syncing between devices.
    Your iTunes ID gets you the iTunes Store, the App Store for iOS, the Mac App Store for OSX,, 'iTunes in the Cloud' (downloading of purchased items to any logged-in device) and 'iTunes Match' (uploading of songs not purchased in the iTunes Store).
    Your family members can easily each get their own iCloud account to keep email etc. separate - in each case they will need a different non-Apple email address (a free one from Yahoo etc. would do) to set up the ID. If they are sharing a Mac they need to be using a separate user account.
    They can have their own iCloud accounts and still all sign into the same iTunes account: or they can open their own iTunes accounts using their new iCloud Apple IDs.
    BUT they cannot transfer items purchased under the present iTunes ID to different iTunes IDs.

    A much simpler solution would be to go into Settings > Store and turn off Automatic Downloads

    You are most of the way there. Each user having access to hard drive is the key. If users are limited in file privileges this is harder.
    Any files you add to your library and any files she adds to her library are available to the other. Just not automatically. Each user must add the files to their own library using the add file or add folder option from menu bar.
    What I have done is set library location to a location outside of My Documents\My Music. On my network storage I have a folder names s:\itunes. Both accounts iTunes are set to use this location for the library.

    Yes you can, iTunes will identify your phone by serial number and phone number.
    Best if you can to set different name to your phone under SETTINGS/GENERAL/ABOUT/Name and to name like e.g. iphone3G and the other iPhone 4s.
    So everytime you sync, itunes will backup your phone's contents and data and you will be able to identify from the backup files correctly in future.

    You can do either.
    If you want to easily share music and apps across all 3 then use one account. But then if there is money in that account, anyone can buy music or apps, as they all know the same password.
    It is possible to have 3 accounts and also share music and apps, but this is a little more tricky and would require them to know each others logins, or keep asking that person to come and login on the app store/itunes update apps/download music and then logoff again.
    You can keep a combined library on your computer as well so they all can easily use the same music/apps as well.

    Welcome to the Apple Community.
    To begin with, I would like to try to explain Apple's confusing nomenclature in regard to iCloud.
    Apple have called the whole cloud thing iCloud, there are a number of features under the iCloud umbrella, some of which require their own login. iTunes is one of these, another is what Apple have unfortunately also called iCloud too.
    You can use the same Apple ID (account) to login to both iCloud and iTunes, but you don't need to and often users will login to each service using a different ID.
    The part that you need to remember is that the services available when you log into iCloud are completely different and unrelated to those when you log in to iTunes. Your iCloud login enables mail, contacts, calendars, find my phone, Back to My Mac, Documents & Data sharing and photostream, it does not affect any of your iTunes services.
    So yes, you can use a separate iCloud account on each iPod and a single iTunes account on both of them.

    When talking about the phone the maximum number of devices on a single account is 5. When it comes to Windows 8.1 on PCs and Tablets it's 88 but you can not use it on more than that.
    If this is intended for company deployment you can do that using sideloading by either getting a sideloading key or joining the devices to a domain or using a company certificate for Windows Phones.
    Deploying it via the Store is not a viable option there.
