Sure. Wifi is wifi the world over, so you can use any free wifi you can find at hotels, restaurants, and so forth.
If you have a wifi+cellular iPad mini, you can use a SIM card from a local carrier if there is one there that offers iPad data plans.

As a way to reduce the number of devices in my life, as well as the size of my cell phone bill, I'm contemplating purchasing an iPad mini with a data plan as a replacement for my cell phone, using Skype and other apps to handle communication. I don't really drive and talk, and I find I'm using the cell phone talking part less and less and seem to talk mostly when I'm in a wireless environment. I also don't text a whole bunch. This seems much cheaper than my cell phone with a basic data plan. Has anyone tried this?

I'm sorry, I should have said thru Bluetooth, not Wi-Fi. I want to use the mini as a base station and the iPad like a laptop that I can sync when I'm home and carry with me when I travel. I'm a bit lost - you first say

then you say

In the first statement, aren't you using an SD card in the camera? And what do you mean by "unused SD card"? Cameras put their files in specific folders on a card, and your device only reads photos and video from those folders, not from anywhere else on the card.

The quickest way (and really the only way) to charge your iPad is with the included 10W USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

This is an older photo but the sleep and home buttons are still in the same place on all iPads. The home button is the round button at the bottom of the iPad and the sleep button is also called the on/off button and it is at the top right corner of the iPad.

‘iPad is disabled’ fix without resetting using iTunes
Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
2. Open iTunes with the iPad disconnected.
3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
5. Click ‘Setup as new iPad’ and then click restore.
6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.
