    No, that's not true. What you read only applies to iPhones that have been previously activated and now you want to use it without having cell service. You will need some sort of carrier account to do the initial activation of your iPhone. Just having a SIM will not be sufficient.
    So no, you won't be able to use your iPhone in any capacity without having some sort of carrier account, even if just for a short time, to activate the phone. You could perhaps get an unlocked iPhone and use it with your current carrier and switch later, but you'll need to check with your carrier as to whether you can bring in a new iPhone without having to extend or otherwise modify your existing contract.

    If you could ,why would you want  do that? So you are going to be switching your SIM back and forth between devices.? Not practical. And your are going to pay more money for a Wifi+SIM model and only use it with a SIM part of the time? Not economical.
    Do what Alfred has suggested and use the Personal Hotspot on a Wifi only model if you want to "share" the SIM. Or if you buy the WIFI+SIM model opt in to a data iPad plan with your carrier. If you already have data on your iPhone, some carriers "allow you to use the data plan on more than one device for a modest add on fee. Contact your carrier.

    In order to get your messages to show up on your other phone, you would need to have a backup of the phone with the messages, and then restore the new phone from that backup.
    According to article iTunes: About iOS backups found here http://support.apple.com/kb/HT4946 iTunes will backup your Messages.
    iTunes will back up the following information
    Messages (iMessage and carrier SMS or MMS pictures and videos).
    This will help you backup and restore your device:

    That is OK. To activate iPhone you need a SIM Card from the Carrier the iPhone is locked to. It takes just moments for iTunes to activate the iPhone, once activated you can put the SIM Card back into the 4S when you like.

    The iPhone must be activated with O2. The SIM card used is "married" to the iPhone's IMEI number, so if the iPhone ships in the UK with a new SIM card pre-installed, there isn't any benefit to using your existing SIM card for the activation process unless your SIM card stores contact info which the iPhone can import. The iPhone can import contact info from the SIM card regardless if the SIM card is used for the activation process.
