Can iCloud Upload be Throttled?

I have a large (170 gig) photo library that I'd like to upload to iCloud via Yosemite Photos.  The problem is that the upload is overwhelming my modem, effectively crashing it (my cable co says it's going into a "no ping state").  When this happens, I lose all interest connectivity (and my phone too).
Is there a way to throttle the upload speed?  I've tried thinking with Entonnior and throttling port 443, but no luck (PS  I only sort of know what I'm doing).

You might want to look at Dropbox then which does exactly what you want. You can set the bandwidth limit for uploads or downloads for that matter to whatever you want. Unfortunately though they offer a one size fits all plan of 1 TB for 99 bucks annually or bust. On the other hand, it is an established reliable service and you get the control you want which iCloud lacks.
iCloud is very simplistic, to a fault. I do not consider it useful for keeping anything at this point beyond maybe documents and mail.
I wish Apple would get serious about iCloud and make it much better but so far I am not seeing it.
Here's another kicker in my opinion. You may care about this also given the size of your upload. That still lives on your startup drive whether you want it to or not. Maybe you know that. The thinking being I am sure, it is convenient if internet access is lost to still have access to the files which can be synced once it is restored. For some stuff that's a good thing in my mind. For storage or archival purposes it is badness and there is no way to change it presently.
That's another nice thing about Dropbox, selective sync. You can control which folders sync locally and which do not. You cannot do this with iCloud.

    Depends on why it's ineligible.  If it's under 96 Kpbs, try right-clicking on the file and choosing Create AAC Version.  (If you don't see this option, go to iTunes>Preferences, click "Import Settings..." then choose "Import Using: AAC Encoder" and "Setting: iTunes Plus".)  Then rescan your library to see if this version will add to iTunes Match.  Or, after changing your import setting, just re-import the song to your iTunes library.
    If the song is over 200 MB you would have to reduce it's size to make it eligible.

    Open contacts on your phone and check your groups.  Do your contacts belong to any non-iCloud groups such as On My iPhone, a Gmail, Yahoo or Exchange account, or anything else?  Also check Settings>Mail,Contacts,Calendars>Default Account (in the Contacts section).  What is selected as your default account?

    iCloud doesn't sync videos.  Import it to your computer using usb as outlined here: http://support.apple.com/kb/HT4083, or use an app like PhotoSync to wirelessly transfer it to your computer.

    Yes and no... iCloud is really at the moment like a "train station". It is a transional place really meant for Pages, Keynote, Numbers, Text Edit, and Preview. You create a document, then save it to icloud, then when your done with it... you move it to its final destination. I usually send the file to a final resting area, either some where on my documents folder or on a network server and my backup file i tend to keep for a little while then either trash the back up or archive the backup. If you want to upload video, or large files to share, use Dropbox or an alternate online storage cloud system.

    iCloud is not the way to do this. You should use Migration Assistant - with this you can transfer your complete User folder from the old Mac including preferences and logins. You will need to connect the two with FireWire or USB depending on the models.
    Ideally you should do this before you set up the new Mac - if you create a user account with the same name than the Migration will have to give the migrated user folder a different name. When you first switch on the new Mac it should ask you if you want to transfer your data, and give you instructions.

    If you are using iPhoto 11...
    Highlight the photo (s) you want to add to a stream and then click "add to" at the bottom right and select iCloud.
    This will then give you the option to add them to an exisitng stream or create a new one.

    No.
    Because that's not a feature of either iCloud or iPhoto.
    There is no alternative. Any folks who have tried running a Library from the cloud find that it is appallingly slow and there is a very high risk of data corruption as the online servers haven't a clue how to deal with the library.
    Use an external disk formatted Mac OS Extended (Journaled)

    In addition to new photos being automatically added to your photostream album, you can also manually add any photo, regardless of when it was taken.
    Just tap the share icon when viewing any photo and choose photostream.

    Without iTunes match you can download previously purchased items whenever you want, they are not stored in iCloud, they are local. With iTunes Match you can download practically everything that is in iTunes, Match files are stored in the cloud but are not part of the storage (5G) in iCloud. You can delete iTunes Match files from the local machine and they will still be available to play.
    This would be exactly the same if you did not have iCloud, they are not connected.

    Use something such as OmniDiskSweeper (my favorite) or Grand Perspective to find out where large files may be. iCloud isn't going to help much if you've so much data that it won't fit on a 1TB drive. Sounds as if it's time to either buy another drive or at least an external with more space.
