My system is constantly getting bad IP addresses from wireless base stations. Problem started while I'm traveling. At last location, of my three computers my PC would connect, but the two Macs kept having problems. Both worked at first, but then one or the other would get 169. IP addresses. One would seldom connect after restarting. The other would eventually get a good address.
I'm now at location number two. My Mac connected once, but now keeps getting bad IP addresses. Two PCs are working here, and so is another Mac. Restarting, running diagnostics, resetting the modem, and trying to renew the DHCP lease are all not working. Very frustrating.
I launched iChat on both Macs but mine can't see the other Mac. My Mac says I'm connected to the network, but can't surf the internet. Tried to manually enter IP numbers but that didn't work either.

For clarity, the 169. addy is not bad, it's self assigned, as is usual when it can't find any being handed out.

Mac mini won't connect to internet despite displaying wifi connection

My Mac Mini says it is connected to the internet, but when I attempt to load a website it just continuously says the webpage is loading for a few minutes until eventually saying "This webpage is not availabe" (Chrome).
The internet works fine on all of the other devices in the apartment (iMac, Macbook Pro x 2, iPhones, Windows laptop, PS3, etc.).
I have tried to find the answer elsewhere on the internet but nothing has seemed to work.
When I run diagnostics, on the lefthand side the ISP, Internet, and Server dots go from green to red every few seconds. When they turn red they each say "Failed" underneath them.
I have no idea what the issue could be. The Mac Mini is running OS X Mavericks and its software is up to date.
Another point to mention is that, even if the wi-fi is working on the other devices, if I reset the wi-fi it occassionally works on the Mac Mini for a couple of minutes or so.

First off you are making the common mistake of confusing the WiFi LAN (Local Area Network) with the internet (a.k.a. WAN or Wide Area Network). Your LAN is the gateway to the internet. It is entirely possible to have a solid connection to the LAN and all the devices on the LAN without having an internet connection.
When you say "..reset the wifi.." did you reset everything or just the router?
The correct procedure would be to
begin with the devices on the LAN (WiFi network) and power each of them down,
then power down the router,
if there is a separate modem end by powering it down.
Give everything a good 30 seconds or so
power up the modem and wait for it to connect and stabalize (all the lights quit flashing.)
If there is a separate router then power it up and wait for it to stabalize,
next power up the mini and wait for it to connect then test to see if it is connecting to the internet.
Finally, one at a time power up each of the other network devices waiting for each to connect before going to the next.
It is important that you reset everything and the order in which you reset the various network devices is CRITICAL.

You have to set up the Air Port with an internet connection to set up a network. Do you have a modem? If yes you can set up the network.

You cannot 'roll back' your iOS. That's never been supported or allowed by Apple (with only one exception).

It's not the iOS. It may be a setting on your iPhone or the wi-fi network, or a hardware issue. But it's not the iOS. If it was, then everyone's iPhone 5S using the same iOS would not be working, and that's not the case.

About the only other way I can think of is to have a computer with you or use one there, if you can put iTunes on it and download all your new stuff to the computer, then sync your iPad to that computer.
In switching computers you will lose previous content, but, as I understand it anyway, downloaded content will be the same as long as the same apple ID is used.

Sure you can use it without wifi. Many apps do not require a connection to the Internet. The iPod app (or Music and Videos apps, I can never remember which the iPod Touch uses nowadays), for example.
However, iPod Touch devices do not include the "cell phone parts" - i.e. they cannot connect to cellular voice or data networks. Therefore, when an iPod Touch cannot connect to a wifi network, it has no way to transceive data with the Internet (short of Bluetooth, but that's a special case and I'm sure not what you're asking about).

Sorry, no. Apple does not support downgrading.
Have you tried to go into your settings, reset, reset network settings? It'll erase your current network from your iPad and let you start over.
