Can not Delete request

Question

Hi all,
Recently we have upgraded our BWQ sys from 3.3 to 3.5. i am trying to delete request from the ODS object but it did not get deleted.
In the logs it shows the Message below.

This request dont have records in the change log table i looked at it. Records are in the active table. Please advise.

Symptom
1. Data may be lost in the Persistent Staging Area (PSA)/CHANGELOG or data has already been lost in the PSA/CHANGELOG. Error RSAODS 208 may occur when reading from the PSA.
2. In an ODS object, you cannot delete one or several requests.
  In the monitor, the system issues error message RSMPC 141.
This error can occur only in database systems that support range partitioning. Currently, these are Oracle and DB2/390.

Reason and Prerequisites
This problem is caused by a program error.
As a side effect of having implemented Notes 738245/760502, data may be lost in the PSA/CHANGELOG. This loss of data is triggered by the changed RSTMPL81 template, which was introduced with Note 837275. The error occurs if you then delete data from partitioned PSA tables (for example, old requests from the ODS change log). When you do this, data from new requests may also be lost as the error causes the system to write the data to the wrong partition without any checks.
All data that is written to the incorrect partition (partition 0) is deleted during a deletion run on the PSA/CHANGELOG.
The loss of data is triggered when you start the deletion.
