I purchased photoshop elements 10 from a dealer and loaded it, now I can't access it.

Each version of Photoshop Elements and Premiere Elements are designed to work independently from other versions. That is why Adobe sell the package with both applications at a reduced cost.
You could set up your version 13 organizer to use Photoshop Elements 12 editor as a supplementary editor - see Edit -> Preferences -> Editing. Then, when you are in the Elements 13 organizer and want to edit a photo, you would select Editor -> External Editor.
However, there are a few problems that you need to be aware of. The Photoshop Elements 12 editor will only talk to a Elements 12 organizer so you may have to uncheck the "Include in Elements organizer" option when saving in the editor. The new image will not, by default, appear in your Elements 13 organizer - you may be able to use watch folders. The new image will not appear in a version stack - you could manually stack it.

If you need to find your serial number, sign in to your Adobe account. On the Manage Accounts page that appears, all of your registered products and their serial numbers are listed in the Plans & Products section. When you no longer need the Adobe software on a computer or you wish to move it to another one, you should deactivate the software. See this link: how to deactivate software. Installation rules will let you install the software on two computers of the same platform (both windows or both mac) but you are limited to running it on only one at a time. If you have only installed it once, you should be able to install it on the other computer.
If you have already installed the software twice and you don't have access to your previous computer or you upgraded your computer's hardware, replace a hard drive, upgraded your operating system, or reformatted your drive before deactivating your software, you can ask Adobe Support to help you deactivate the software from the machine. Just have your serial number or Adobe ID ready, and then contact support. Then you can install the software from the links below and enter your serial number to re-activate the software.

No, if you mean can you copy the installed version over. That never works because PSE is a highly complex program that strews stuff all over your hard drive and you can never hope to find all the bits and bobs. You should deactivate it on the computer you no longer need, then install from scratch on the new machine.

You can't do this in PSE by itself. I'm assuming you have windows, so output your slideshow as a wmv file and then use Premiere Elements to finalize the disc, if you have that. If not, use whatever you do have (if you can burn DVDs, you have software). Even windows dvd maker will do this.

The program and catalog work best on the C drive but you can have your photos on an external hard drive, provided you keep the drive connected to the same USB port when using Elements.
You can also drag and drop existing photos/folders to the external hard drive - but you need to do this within Organizer not in Windows Explorer.

The D3200 requires at least ACR 7.1, which isn't compatible with any version of PSE prior to PSE 11, so no, you can't do this directly in PSE 9.
You could upgrade PSE, use the Nikon software to convert the files and then open the resulting images into PSE for further editing, or download the free Adobe DNG converter to convert your NEFs to DNG files that your version of PSE can understand.

Unfortunately, even if there were a download link it wouldn't help. PSE 6 had different serial numbers for downloads and boxed versions that were mutually incompatible, and back then you couldn't just enter a serial number into the trial. That's probably why adobe doesn't have a download available for PSe 6.

If you registered your copy with adobe, you may find download links by going to the main page of adobe.com and clicking on My Adobe and working through the links there. If they're still available there, save the downloads this time, don't just run them, since adobe only makes those available for about 3 years.
