Can't activate iMessage with my Apple ID/Password since iOS7 upgrade, Suggestions?

I'm connected to wifi and my apple id and password are correct. When I sign in I get the following error -
iMessage Activation
Could not sign in. Please check your network connection and try again.
Do I need  to uninstall iOS7 and reinstall through iTunes?

    Hi, first time on my iPad since new wifi set up, and I now can not get into my iPad to set up the New WiFi keycode, I keep constantly getting the "sign into icloud, enter Apple id password", and I can't get to any settings annoyingly.
    Now I had not changed my Id password prior to this problem, yet I have since changed it through another device, yet without WiFi on my iPad this will not update.
    I have shut down and restarted, to see if this helps but it didn't, can anyone help with this annoying little problem so I can set up the New WiFi?

    I've had an iPhone for years - just got a new ipad 2. I'd like to use it for messaging - I can reach my wife and kids but not coworkers (who use android or other phones). My iPad is WiFi only, so I am not on a cellular service. There are 'free' MMS services on the web that allow chat to cell phone users from a Mac or PC - why not through Apple? Didn't I pay enough?
    While I'd rather use the iPad app from Apple to do this - any reccomendations of free (or paid) iPad apps that allow this are welcome.

    I have the same problem,   it was working last week, but this week, after I made a restore, the iMessage is not activating.
    I am using STC carrier, and I searched in the internet and found that all people suffering from the same problem have STC sim card.
    If you try any other carrier, it will work fine !! 
    I contacted STC (Saudi Telecom Company) and they said we don't have any problem!
    That's weird.

    but that don't change the issue that you will never be able to facetime eachtoher
    the appleID is really meant as the handle that identify you it was not meant to be shared

    Can you send SMS by using the mobile data network instead of Wi-Fi? I had the same problem setting up my 5s from a backup of my 4s. Only after I sent an SMS via mobile data network, somehow iMessage and FaceTime got activated a couple of minutes later without me doing anything else.
    I even changed my Apple ID password, because at one point I could not log into my account when iMessage asked for my account details.
