I got an HTC Incredible last night (after 2.5 weeks of waiting for it, i might add) and after charging it, I tried to activate it, but was told I needed to ented my billing account passcode before it could complete the activation process. I do not recall ever making one, nor does my mom (the primary line/account holder). Any help on what this number may be, how i can find out what it is or how to change it would be appreciated. I'm REALLY anxious to activate this phone, haha.

Your Mom, the primary account holder/owner, would be the one with the billing passcode - last 4 of SSN? It's a 4 digit passcode, used to verify the account before making changes or releasing financial information. If they won't let you activate it, get your Mom on the phone as the account owner to verify by other means to get it activated.....

I'm only guessing here since I don't use Facetime myself but I think it depends on the model number of the phone. iPhones sold by UAE operators have unique model numbers and these do not get the Facetime app installed at all. Even in India, if you update or do a clean reinstall, you still the UAE-branded OS.
Facetime is blocked because the voice and video goes over WiFi and this eats into the profits of the mobile operators. Most countries here in the Middle East block video and voice chatting over the Internet - not due to censorship - but because the government-owned operators here enjoy monopolies and want all video and voice to go over their networks for maximum revenue. I live in Oman where for example Skype is blocked simply because it is seen as a competitor to the government landline operator.

I just setup mine and my wife's iphone 4 on new ios5 and icloud settings. Our phones are both on my account. Her phone is receiving my contacts, calendars, etc. due to this. Is there a way I can separate her phone from my account in itunes and icloud?

Now that we are set up on icloud settings, her phone is receiving my calendars, contacts, etc. she does not want and does not need any of these items on her phone. How can I separate the two now? is there a way to have a different login and password for her phone so that it sets up on its own icloud settings?

She should create her own Apple ID and start using it for everything, including purchasing.
It starts on the computer in iTunes. There are 2 elements we are dealing with;
purchasing items from iTunes (apps, music) and playing items in iTunes.
Only one Apple ID can be signed in at a time for purchasing. But you can "authorize" multiple Apple IDs for playing. As long as iTunes is "authorized" with both your Apple IDs, items purchased with these different accounts can coexhist in one iTunes Library.
Why this is important, it has to do with back up and being able to transfer purchased items to the computer.
Once your wife sets up her own account, she will want to connect the iPhone to the computer to back it up and transfer any new purchases, iTunes will need to be authorized for that to happen.
With that said, a new feature of iColud is back up. It will back up everything to the cloud. You need to turn it on, it's at the bottom of the iCloud settings on the iPhone. It is limited to 5GB for free, you can buy more. I used all 5GB my first back up, but I have a lot of crap, and there's a lot of things on the iPhone that get backed up that don't count against the 5GB, so it might be plenty of space for you.
When it comes to the iCloud and contacts/calendars, again your wife needs her own account. (ASAP) Does she have a computer in her life that has a list of her contacts and calendars. I hope so, because it sounds like her contacts on her iPhone are now mixed with yours. Or I hope there is still an untouched list of contacts on the iPhone that iCloud didn't mix. Either way Delete your iCloud account from her iPhone. Remove the data, as long as it isn't hers. This will delete all info being synced to the cloud. If she still has a list of her old contacts on the iPhone, great. If not, I hope she has them somewhere else, like her own computer.
Create her an iCloud account. Enter the account info where ever there is a list of contacts/calendars and get the info onto the cloud, then add the iCloud settings to any other devices.
Any new apps/music purchased with her account will back up to the cloud. I don't think apps purchased with your account will. She will also need to enter your password for updating these apps, because they were purchased with your account.

Setup Wizard all mucked up: Can't activate phone.

Just got my phone today and did the following:
(memory and sim were pre installed)
1) installed battery.
2) Plugged into wall outlet to charge.
3) Turned on phone for first time --> setup wizard started up automatically (as expected)
4) Selected Language (English)
5) At this point I decided to disconnect usb cord from wall outlet and move to computer's usb (since it's closer)
6) new USB device detected on computer (asks if I want to install drivers).
a) I say yes.
b) It can't find appropriate drivers, so I say screw it, and I plug back into wall so I can finish activating phone.
7) now my phone gives me the following message and won't let me do anything else:

Phone Activation
There is a problem with activating your phone. Please restart and try again, or contact customer service.
[ Emergency Call (911) ] [ Restart Phone ]
Any ideas on how I can start this process all over again? I've already removed battery, memory, and sim card from phone and then put them back in to see if that would help but it didn't seem to do anything.

Nevermind. The issue was that I hadn't Activated the 4G LTE SIM card yet. I was refering to the "Master Your Device" booklet included in the packaging and it never mentioned this step. After filing through all the contents that were included in the package I recieved from Verizon I finally came accross the sheet that instructs you to "Activate your 4G LTE SIM card." (single sheet with Red border inside the Getting Started pamphlet)
TL;DR - Needed to call 1.877.807.4646 to activate SIM card.

There are SIM cutter's/punches that will cut a full size sim into a micro sim.
Then you can use the old part of the large sim as a holder/adapter of the newly made micro sim
as a full size sim.

That's the entire point of the update. To prevent unauthorized activation of an iPhone. To discourage Theft.
If there was a way around it, it would defeat its purpose.
The only way to get past that is to contact the original owner and ask that they remove the lock with their Apple ID.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

Can't download aps without an account??

how do I enjoy my brand new iphone (my first "i" piece of hardware ever) if I can't download aps? I had itunes once, for 3 days, a long time ago. it was a pain in the butt so I got rid of it and won't download it again.

Not my experience except when I ran the Windows version.
the bigger point: I was sold I phone and told how easy and fun the aps are. maybe. but getting to the point of being able to download free aps isn't worth the hassle of setting up yet another account with yet another company.
You should persevere, you'll enjoy the phone. Surely that's the same kind of hassle you get when you try and buy something from a lot of online retailiers these days? They all want you to create an account.

I'll give you that one, I've come across a few people who assumed it was just like using a regular mobile-but it is there on the poster and in the specs.
