Can't block neighbor from network...

I have an Airport base station connected to a DLink wireless to extend signal into house from office. Under "Shared" in Finder I keep seeing a "mac###########" on that list. When I go to get info it shows it as a PC. There's 4 MACs here that I use and no PCs with Windows. I've tried putting in password for signal, I've tried blocking its MAC address, and I've tried not broadcasting the wireless signal. I am still getting this "neighbor logging in". I noticed when I change the network name and did all those things, he disappears for a little while then comes back on.
I also notice on the DLink router settings page, under Log, it shows someone as "Spoof attack". It shows the IP it gave him and the port he is accessing. So after this I tried blocking the IP address through DLink, I am STILL seeing him on the Shared list. Any tips on what else I can do to stop this person from logging on to my network?
I've done everything I knew how to do but he still pops in. Thanks for any help
PS: I also use a Netgear Network Hub to spread the connections from DLink. I was thinking maybe this hub was the one acting as the pc, but I can't find a way to access the settings on it or something like that to check. I ruled it out when I saw the "Spoof Attack" on DLink. I looked up "spoof attack" and what it does is tell the router the computer knows the password for the signal, AND the hub is NOT a wireless hub. Thanks again.

    Might sound kind of silly, but you could go into Contacts, the person in question, edit, and where it says Add Field, put somthing in like STOP, or DO NOT DO THIS
    At least that would get your attention, even if it doesn't block you from emailing.
    There just isn't much you can do to block yourself.  If you have a couple close friends, do something like an AA support group...call a friend and have them talk you out of emailing.
    I'm not trying to be smart alecky about this, actually trying to help, but there isn't much to offer.

    As Allan said, Mail does not support receipts, but sometimes HTML messages download images from a server, and this connection could be used to confirm that the message was opened. To prevent that,
    Preferences > Viewing, Un-check "Display remote images in HTML messages".

    You indicate that your Macs are hardwired to the router. If you don't have any need for the wireless option, you can turn it off entirely. This is explained on page 11 of the manual that is available from the D-Link web site.

    I have created a number of interactive PDF application forms which are downloaded from our website and completed by individuals and organisations who wish to apply for funding.
    Increasingly we are being contacted by people who are having trouble completing, saving and printing the forms. In almost every case it turns out that they have opened/filled in the form in Preview or in their web browser and the form has been corrupted. As Macs become more and more popular this is going to become a bigger issue, to the point where we may not be able to use interactive PDFs anymore. 
    We do have a warning at the top of the first page of each form telling people that they need to complete their form using Adobe Reader or Acrobat, with a hyper-link to the web page to download Adobe Reader for free. But this obviously isn't sufficient given the number of people who are still trying to access and complete the forms in Preview.
    What I want to know is if there is any way, as the creator of the form, that I can stop it from being opened in Preview in the first place? Or failing that, if it is possible to create a warning that pops up if the form in opened in Preview or a web browser?
    If this can't be done I will need to include a detailed technical help page in the form. Rather than starting from scratch, if anyone has already pulled this information together and would be happy to share it would be greatly appreciated.

    You can't prevent it from opening, but you can active the form only if it's being used in a JavaScript-capable viewer. You could show a message (e.g., button, layer) by default, and get rid of it if a script that runs when the form is opened is executed. The script could also enable the fields if everything checks out.

    We need to block some users that are constantly sending challenges every 10 minutes, I live multiplayer so please just get rid that stupid challenge "feature" that you (I don't know why) put in GameCenter. Very Frustrating!!

    You may want to check if the adjacent networks are using the same WiFi channel you are using.
    Try a utility such as iStumbler.
    For 2.4GHz frequences, you want to be on a channel all by yourself and 5 channels away from the strongest signals.  That means channels 1, 6, or 11 typically.  Outside the US, some countries allow channels 12 & 13, so you may play different 5 channel apart games.
    The 5GHz frequencies are better spaced so as long as you are not using the same channel, all is OK.
    If you are using channels that conflict, then you can get interference that may slow down your WiFi.
    Another approach is to make an Ethernet connection instead of WiFi, and see if your performance improves.  If it does, then it may be WiFi interference.  If it does not improve, then it may be how fast your Internet connection is working.
    I know a lot of people using Cable based broadband that see performance slow down when school lets out and the neighborhood kids start watching YouTube videos and chewing up the shared neighborhood bandwidth.

    I'm afraid not - as you have found, Rules work only on message which have already been downloaded. The only way to do this would be to set up an equivalent rule on your mail server - a very few ISPs can do this (as it happens my ISP allows setting of rules and this would be possible there) but if yours doesn't, it doesn't.
    You can set Mail to ask before downloading messages over a certain size, but that would apply to every message from everybody.
