Can't complete the itunes download

Currently running with Windows Vista on my laptop and I'm trying to download itunes. Every time it gets to 30% downloaded or 22.7 MB out of 75.3 MB and stops. Eventually it times out.
I had the same problem with Windows XP trying to update from itunes 7 to itunes 8 and just gave up and kept 7.
any suggestions?

I had the same problem. I finally downloaded it though, try this. Download firefox and use that instead of internet explorer. Remove itunes and quicktime using, Add/remove programs under control panel. Download itunes using firefox. When you start a download, a popup box called downloads will appear showing the progress of your download. You should also notice there is a little stop button after the progress bar, and a pause button. Sit there and watch the progress, if activity stops, hit the pause button. The pause button will turn into a play button, hit play. The download should start again at the same point you paused it. If it stalls again, hit pause/play again, don't wait for it to time out. I eventually downloaded itunes by pausing and starting the download 4 times.

Perhaps let's first try updating your Apple Software Update.
Launch Apple Software Update ("Start > All Programs > Apple Software Update"). Does it launch and offer you a newer version of Apple Software Update? If so, choose to install just that update to Apple Software Update. (Deselect any other software offered at the same time.)
If the ASU update goes through okay, try another iTunes install. Does it go through without the errors this time?

I can not get the itunes download to work

Try downloading an installer from the Apple website using a different web browser:
http://www.apple.com/itunes/download/
If you use Firefox instead of IE for the download (or vice versa), do you get a working installer?
If you still can't get a working installer from the standard download page, try the following direct download links for 11.1.5.5:

I have Windows 8 and it shows itunessetup.exe in my downloads, but when I click to run, it won't run and finish the installation. I don't get any error messages, it just won't install. Does anyone have any suggestions?

There is no way to "download the phone OS". It's stored in ROM, and when a Hard Reset occurs, the device is wiped and the OS is reloaded from ROM.
Since you have an AT&T Centro, there are no OS updates to install either.

Delete the broken links in iTunes then look at your purchased list to redownload.
If this happened because you were deleting files from the iTunes folder in Finder, don't. You have to let iTunes do all the deleting and moving or you will end up with broken links.

Look under the Store menu in iTunes on your computer for the "Check for available downloads" command and run that. You may find the tracks there to be downloaded.
If not, contact the iTunes Store Customer Service department from their Support page (select the category and subcategory closest to the issue you're reporting and you'll find either an "Express Lane" button - just follow the instructions to get to the contact form, or an "Email Us" button) and explain the problem to them.

So you want to use the app in a different account than you bought it with. If that is the case you need to contact the Mac App Store support. You will find the link for that in the Mac App Store by clicking Featured - Under Quick Links you will see the Support link. Follow that for help.

When I thing of the Thousands of dollars I have spent to get a 2000 song library and how Applle keeps screwing Windows users (no back-up of songs) I just think what a fool I was.

I did think about that and if I have to I will do that, however there are about 50 songs. I have closed and reopened iTunes several times and I am sure that I have the latest version. It fails right away but I can click on the cloud download icon and download the song that it failed on ... therefore it is not that song "or any one song" causing the issue. Any ideas?
