Can't connect to either iMessage or Face Time from iPad Air.

Keep getting message to check network connection, but Safari working fine so connection working. Also have iPhone 5. Both programs work fine on phone. Can't figure why not on new iPad. Any suggestions?

Check the following setting. Settings>General>Date and Time>Set automatically>On. Also make sure that your time zone is correct in that setting.
Sometimes it helps to reboot the iPad nd then try again.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

Because in my country there is no 3G so can i make calls and text through gsm to my friends from ipad air cellular?
if no it means ipaid cellular is only for 3g or 4g connections to access internet anywhere?

you can't make calls, but if its supported, you can use facetime. another alternative is skype, but you wont be able to make actual phone calls from your ipad

I bought an iPad Air from the Virgin Mega Store in Saudi Arabia, Dhahran Mall. Unaware Face Time was not installed due to country regulations. I returned the product for a refund and after explaining the situation, I was neglected the refund, I was even willing to receive less than the amount paid for, that did not happen either. At the end of the day, I’m now stuck with an iPad Air without the use of Face time when I go home. I thought being an authorized dealer or as advertised as an Apple iStore for Apple, there would be the 14 day refund policy ??? Does anyone have any suggestions on this matter ?? Any iOS device officially sold in the KSA, which at minimum means a device sold by any authorized Apple reseller there, has by demand of that government had Facetime blocked at the hardware level. There is no way to activate it by any officially supported means.
We cannot discuss jailbreaking in these forums.

Recently i purchased iPad air 128GB from du store Dubai. I couldn't find facetime application in my iPad and many web forums saying it is not possible to use facetime even out side UAE. Is it like that? Apple store in UAE site cleary showing face time application as specification. This is cheating really and that we dont expect form apple. I could keep my ipad 2 which i purchased from outside. ...

Its not cheating. The cultural and government regulations prohibit showing faces and hat is why Facetime is unavailable for iPads , iphones , ipods from the UAE. You should have considered this before buying it cheaply from UAE! It is not an Apple issue

My wife is trying to call me on my 4S via facetime. The problem is my cell phone number is the one it's using, so it doesn't work. Can we change the phone number? Or is there a way from me to call her iPad? Just realized too that I am running the new ios 7 on my iphone and she is not. Trouble?

The 4G can not run IOS-7. "6" is the highest that it can go. You need the 5G for IOS-7.
However, that won't affect her ability to use iMessage and FaceTime.

IP routing doesn't work the way many folks might initially think it does; functional IP routing requires manual configuration and the establishment of static routes and default routes specific to the local network configurations, and it's very easy to get it wrong, or to get the default route swapped. Multiple NIC boxes don't magically work, either. (Been there, done that, wondered what happened to my network when the paths got reordered or my route settings were messed up, etc.)
Routing configuration errors can be quite subtle, too. (Again, voice of experience. Ever had a thousand-seat office LAN accidentally routing through your desktop? As the, um, unnamed guilty party discovered, getting into that configuration was subtle. Seeing the performance crater on the fellow's box and on the LAN was obvious.)
Knowing how IP routing works is a prerequisite to getting this configuration to work; there's manual configuration required. Clearly something has gone weird here.
What to do? Read up on IP routing. I'll again suggest the threads and the manual mentioned earlier.
And in general, I prefer to avoid using my comparatively expensive Mac boxes as sub-optimal IP routers or as firewall boxes. General-purpose operating systems and generic x86 boxes are going to be inherently poor IP routers. Dedicated routers (or embedded or surplus x86 boxes with routing software loaded) offload the Mac boxes here, and are also typically easier to configure manage. And "real" IP routers can have hardware specific to efficiently routing packets. Use of an outboard firewall or firewall-router box also greatly simplifies gateway routing, too; it's a configuration that many folks and many businesses tend to use.

Non j'ai déjà regarder les paramètres et qd je veux me connecter a iMessage il y a le message d'erreur " impossible d'activez iMessage , vérifiez votre connexion réseau et réessayer " alors que ma connexion marche très bien .
