Can't connect to iTunes store?  "Network connection refused..." FIXED!!!

I think I’ve fixed it! After trying a bunch of stuff this is what worked for me!

OK, all you people all over the world who have been having the same problem as me for weeks, months, a lifetime, here it is! If your warning/error reads "iTunes could not connect to the Music Store. The network connection was refused" and then the BS about checking to make sure your connection is active, well I found something on a forum at Digg.com that with one click WORKED LIKE MAGIC and I'm a happy camper now, rockin to stuff I finally got from the store.
Now before I print the fix, my previous situation was: I could connect to the Apple store site for products, etc. and could check my account, but I could not connect to the music store at all. In every other way, my internet connectivity was flawless. I tried to solve the problem, shut down every firewall or antivirus program I had, searched forums, fiddled with the registry (and THAT was a stupid move!), reinstalled itunes like HOW MANY TIMES, and even finally got a written email reply from iTunes support when I waah.., waah..., waah..ed long enough and they gave an answer that was WORSE than useless. Months passed. So if the above in total or in part describes you, her it is. It's safe and if it doesn't work, you can put things back the way they were without any problem.
This is the quote from the forum at Digg.com that did it for me:
"figured out the problem thanks to Peter on the badapple forums, in his great assistance:
"In your windows\system32\drivers\etc directory there is a file called hosts. Open it in notepad. You will see a line
127.0.0.1 phobos.apple.com
place a # in front of that line so that it looks like this:
#127.0.0.1 phobos.apple.com
and save the file. your problem should be resolved!"
That's it guys and gals. Also you might be sure that the phobos.apple.com domain is specifically allowed by your firewall/A-V software. Let me know if it helped!

I followed the changes you suggested exectly but its still not working. I tried adjusting the Firewall again and even turned it completely off, but still it gives me the same message and wont open.

SUCCESS!!! I tried many variations on this and it finally worked. Yes, as life4living says, you have to open the "hosts" file that you can find in C:\WINDOWS\system32\drivers\etc
... use NotePad ...
At the bottom of the file, I found
127.0.0.1 localhost
and nothing about phobos.
AFter many attempts, I changed the end of the HOSTS file to this:
# 127.0.0.1 localhost
# 127.0.0.1 phobos.apple.com
and now iTunes music store and podcasts open up just fine.
Strange. The # character means "this is a comment" - so it's basically the same as removing the line completely.
The address 127.0.0.1 means "my machine" and this address is used by other apps such as Google Desktop. Hatching it out, however, does not adversely affect Google Desktop. So basically you have to hatch out any 127.0.0.1 address in the HOSTS file and then iTunes will work!
Try it...
(I did, also, add phobos.apple.com to my "trusted sites" in Internet Explorer settings, but I don't think this was essential.)
After performing the above I found it only worked once after rebooting. I uninstalled Spybot Search and Destroy because it wouldn’t maintain some of the start up settings and cookies were getting nuked by another program I have in start up (Windows Washer).
Some other threads said to check firewall settings. I have free AVG. I went in and okay’d anything to do with iTunes. I also added the iTunes program to the list of approved processes in the AVG list and it seems iTunes is now working! Hope this helps!

It's for windows.
1. Press the Start Button in the (default) bottom
left hand corner.
2. Click on "My Computer".
3. Click on (Default) C:.
4. Find "WINDOWS" and open.
5. Find "system 32" and open.
6. Find "drivers" and open.
7. Find "ect" and open.
8. Find "hosts" and open.
9. For a XP, a popup will open and show options to
open it in.
10. Select "Notepad" or "Word" or what ever you use
for writing a document.
11. At the bottom, if it says "127.0.0.1 localhost"
C&P This Over the 127.0.0.1 localhost:
#127.0.0.1 localhost
#127.0.0.1 phobos.apple.com
If it only has 127.0.0.1 phobos.apple.com, add a "#"
at the beginning.
12. Restart your computer.

    thank you for the response...i was starting to think i wasnt going to get help... i have had comcast for about a year and a half (hate the service) and itunes worked before...i did try powercycling the modem a few times... unplugged everything... went to work came back and plugged it all back in... nothing!!! i am using a router but have direct connected to the cable box before and still had problems... can you think of anything else?

    I have a 80GB Classic ipod I use on my home computer with Windows XP. I opened iTunes last night but could not open the store. This is the message I recieved. (iTunes could not connect to the store network connection was reset). I can open IE and Outlook Express email so I don't have a network issue other then iTunes.Any advice would be greatly appreciated. Thank you!

    Weird happenings for me too...Yesterday I couldn't download a free app, and today, none of my app update downloads will download. I just get the progress bar that says "Downloading ___", followed by "Could not purchase ______. The network connection was reset". Frustrating for sure.
    Update: Now, I can download some of the apps, but just got an error that says "There was an error in the iTunes Store. Please try again later." Even going directly to the item in the iTunes Store doesn't work. There's definitely something weird going on.

    I upgraded this morning and was able to buy tracks. Now I get "Itunes could not connect to iTunes Store.The Network connection timed out. Running Nework Connectivity Test shows everything ok. Apple Sw Update application shows the same behavior. All of my other applications and programs run normally. I can surf web ok.
    Can someone help me?

    Search the forums. This is an old problem. For almost everyone it's a Norton issue. I had to upgrade from Norton 360 V1 to V2 to solve the problem. With otehr versions of Norton people have been able to create an entry in the firewall's allowed sites and that fixed it. If nothing else call Norton. They should have had enough calls by now they'll be able to tell you how to fix it for your version of Norton.

    Greetings, I have now been unable to connect to the iTunes Store for the last couple of days now but have been able to previously download apps etc. Now I continuously get the error message:
    "iTunes could not connect to the iTunes Store. The network Connection was reset. Make sure your network connection is active and try again."
    This is completely frustrating me as wish to download the new App "Spore" but cant. Can access the internet fine as am writing this help request. Have also completely reinstalled over the top the latest iTunes, which I was already running the latest version, still didnt fix the issue. Also reset my Keychain to no avail. So decided to do a complete remove of iTunes and reinstall it, which did and still no change.
    Have searched and searched for a solution but have yet to find anything that works.

    I have a TouchSmart 505 model with Windows Vista. This last week have had problems accessing the itunes store through my library link. Cannot download music from the itunes web page. I keep getting an error that says 'network connection timed out'. Have run through settings with the service provider who assure me the connection is good. Anyone out there who can help? Thanks

    Sounds like a firewall is blocking itunes. Make sure you allow itunes access to outbound and inbound traffic.

    Can anyone help me? I am trying to connect to the itunes store but for some reason everytime i try i get a pop up message which either says -
    'itunes could not connect to the itunes store. The network connection timed out' Make sure your network settings are correct and your network connection is active, then try again'.
    This also happens when I disable my Norton. If Norton is not disabled then the same thing happens but i get the same message saying the connection was refused.
    This is very strange because i am using the new version of itunes 7 and i have been able to download music with no problems until this weekend!
    Does anyone have any suggestions? I have already removed and re-added itunes 7 into the list of trusted programs on Norton but this has not helped! I have turned the computer off and back on several times and this has not helped either. I have also tried to run the network diagnostics using itunes however when i try this an error occurs each time and itunes closes! I can connect to the internet.
    I have run out of ideas and am getting more frustrated! HELP!

  • Cannot connect to itunes store -- network error

    For over a week now I get a network connection error every time I try to use iTunes store, and when using Safari it no longer loads pages, says I'm not connected to the network. However the network is working fine and I'm able to connect to the internet using Firefox, iChat, and other software. I tried restarting my computer, reinstalling iTunes, everything I could think of and no luck.

    Problems connecting to the iTunes Store often stem from issues with the Windows firewall or a firewall in a router, a privacy filter (such as McAfee Internet Privacy Service or Norton Internet Security), an antivirus/antispyware utility, or a download accelerator. Start here:
    iTunes for Windows: Overview of Music Store Errors
    for some basic tips to start isolating the cause of the problem. What you need to do is temporarily disable any such service and see if that fixes the problem. If so, then if it's a firewall/Internet filter that's causing the problem and you'll need to set the offending service to allow iTunes to connect to the iTunes Store.

    Close your iTunes,
    Go to command Prompt -
    (Win 7/Vista) - START/ALL PROGRAMS/ACCESSORIES, right mouse click "Command Prompt", choose "Run as Administrator".
    (Win XP SP2 & above) - START/ALL PROGRAMS/ACCESSORIES/Command Prompt
    In the "Command Prompt" screen, type in
    netsh winsock reset
    Hit "ENTER" key
    Restart your computer.
    If you do get a prompt after restart windows to remap LSP, just click NO.
    Now launch your iTunes and see if it is working now.
    If you are still having these type of problems after trying the winsock reset, refer to this article to identify which software in your system is inserting LSP:
