Can't create apple id without payment information.

Heya,
My brother got just got an old Iphone 3g and was trying to download some apps.
Ofcourse he needs an apple id to download these apps from the app store.
So I was trying to create an account for him but I couldn't do it without filling in the payment information.
Even the account help says it's possible without, really don't know what to do.

Because of I am still a student I no have any credit card anyway i try to apply with visa debit card already but it's still cannot. For right now i have no idea to do. I'm getting the same thing. I created a new Apple ID via the Internet (appleid.apple.com) When I go to my device to try to use it, I have to review it first and in that process, I'm asked for a credit card or iTunes gift card. There is NO 'none' option.
I work in a school district and we'd like employees to use their own apple ID for free apps which will allow them the freedom to explore apps without weighing down our tech dept with myriad requests for random apps. I deal with a broad demographic and many users are suspicious of putting personal credit card info on an Internet-based account.
However, it appears they are locked out of the store unless they have some form of payment on file. Even if they enter a gift card, what happens when it's used up? Will they get locked out of the store if they don't have a balance?
Anyone have a work around? If not ... APPLE Please update your support materials to explain this, or fix the bug.

@Limnos - that doesn't work anymore. There is no NONE option. I've been at it for hours trying to set up my daughter's account. I've tried creating and verifying an appleID on the web, on her touch...everything. Every single time you get to the stupid Touch, it wants to walk you through the verification of the account and it demands payment (even for their suggested apple Remote method listed in the KB).

You have to enter your credit card number and some amount would be debited from your account(60 rs in india)
After registration, You can Go to
1 Settings
2.Itunes&App Store
3.Click on your apple id .
4.Select View Apple ID
5.Slecet Payment Info
And You can find NONE here.
Please select NONE to delete your credit card numbe r from the list
But While registering you cant find NONE, you have to enter the cc number.

False, Apple does not charge for free apps. You have an authorization hold, just like many other merchants do to verify that the account is valid and has funds available. The hold will fall off the account in a couple of days without charging your account.

e.g. if doing it on a computer's iTunes, then if currently logged into an account then log out of it, find a free app in the store and click on its free 'price' :

You should then be able to enter details of your new account and get 'none' as a payment option - I tried it a few days ago in response to another thread and got 'none' on the payments screen, and was able to click on the verification email and download a free app with it

You may want to try changing the country associated to your Apple ID from your iOS device. I have an article for you here that I believe will help you change the country for your signed in Apple ID:

It is the same for the app store. You are required to have some sort of payment method in the record.
