Apple's policy states that , "all sales are final" here > iTUNES STORE - MAC APP STORE -TERMS AND CONDITIONS
BUT ... I checked the app developer website > http://www.good-3d-cad-architects.com/
Their "support" links only send one to the iTunes store for purchasing apps for iOS based devices, so they don't offer anything in the way of support.
Since the app can't be downloaded and installed, you can report that to Apple and explain there's no support from the app developer. You can request a refund, but no guaranttees.

Then make sure that this version of the app you bought is also available for the iPhone and just sign in by using the same Apple ID download it for your iPhone again. Hello! I have a problem with a credit card. I bought one program, after that i wanted buy one more, but it wrote that with my card something wrong. After that i wanted change my card (VISA) on "NONE". But there no NONE! I can't download FREE apps! Than I wanted make new account and select NONE, but there no NONE, there only cards. Help, please!

I can't download an app for free even though I bought the app on another device.
I downloaded an app on my iPad 1 a few years ago and recently I bought an iPad mini, but the problem is I can't download the app for free! Even though I logged in the same account app store tells me to buy the app. What do I have to do so that I don't have to pay twice for a same app?
If you are using the Purchased tab where your purchases are listed to re-download it then you shouldn't be charged. If you are being asked to enter your credit card details when trying to download it via that tab then that will be for account verfication purposes - you are currently in the country where your account is based ?

I used to have Lion but my Mac was too slow, so I decided to reinstall Snow Leopard. Then I updatd the software so I could get the App Store.
Next step would be to go to "Purchases" and download all apps I had bought (apart from Lion and any app that asks for it as a system requirement).
But I can't download any app! Even the ones I'm absolutely sure I had before upgrading to Lion. Thus, the problem seems to be that I can only download the latest version of those apps, which in turn means I would need Lion again.
Is there any way of downloading the latest version of those apps that will still run on my OS?

Open the App Store then type in the name of one of the purchased apps in the search field top right corner of that window then select the app under Search results.
Under Infomation on the right you should see: Requirements

I can't download any apps no matter what Apple ID I use or which ever credit card I use to verify. Before I didn't have to have my credit card info in iTunes but now it's mandatory? Or only for me? My dad got this iPhone for me a few months ago as a gift since I had a really awful phone before. The only thing is, I can't seem to upgrade it to the latest software without it telling me it's already updated to iOS 4 or something like that. (I would be able to give you the exact iOS version, but ever since connecting my iPhone to iTunes, my phone isn't responding so I can't check the settings or anything.) I can't download any apps (I get an error message saying the software on my phone is too old) and so I pretty much am extremely limited to what I can do on this phone. I'm very frustrated at this point and incredibly displeased with Apple's products.
If someone could please explain to me why this is happening and what I can do to fix it, I'd be extremely grateful.

If you have a 3G you cannot update beyond iOS 4.2.1. The 3G is over 4 years old an was discontinued over 2 1/2 years ago. You need the latest ios to run the latest versions of some apps. If you have a 3GS you can update.
If your phone is not responding, reset it by pressing and holding down both the home button ad lock/ sleep button simultaneously until the Apple logo appears. -

You have to be in a country, and have a billing address in that country, to download from its store. You can try requesting that the app be added to the Slovenia store, but unless the app's developer/rights-holder agrees to it then Apple won't be able to sell it there : http://www.apple.com/feedback/itunes.html
