Can't find Comment tool nor preferences nor Getting Started nor the version etc

I am starting to try and work with Adobe Reader for Windows 8.1 but I find it so streamlined as to be unworkable. I have checked some You Tube videos and the support subjects but apparently everything I need is hidden away somewhere.
I can't find what version I am using.
I can't find where my preferences are
I can't find Getting Started
I can't find the Annotations Panel
I can't find the Comment Tool
I can't find the Commenting Panel
I believe the apps bar to be along the bottom but when I pull that up and click options I can access "info" and that is it. On the upper right hand corner I can minimalize or close. That is it. I can change from single to double page and I can set it for continuous but nothing else. And disconcertingly when I enter these questions in the support search they are not found. It's official. This is the worst program I have ever seen. You and I have gone back and forth many times and the amount of time I am wasting trying to get the most elemental tasks accomplished is not to be believed. How is Adobe still in business?
The first and MOST IMPORTANT thing is where is the MANUAL . I cannot anything that helps me. and NO I can not find in the Control panel the version I am supposed to be using. But AGAIN the MAIN THING is for me to get some help with the rudimentary aspects of the program. Unfortunately your program came with my windows package but because you guys decided to hide all the functionality I can't use it. I can't print, Your help and support is utterly worthless since it starts from the premise that I can find the buttons or controls necessary. I cannot. I can now find how to add a note, but I discovered that accidentally. I NEED TO KNOW WHERE THE MANUAL is or, if there is none and it could be dicey since I CAN'T FIND THE VERSION i AM using is there a tutorial or ANYBODY OUT THERE who can help me figure out how to do the basic stuff. My organization is trying to persuade me that we have to use this program but I am fighting back. Unless and until someone can demonstrate ANY USEFULLNESS, I hate Reader.

I just updated to the new operating system which i'm starting to think was a bad idea, because it reset all my settings and I don't know how to fix them.

so when I go to safari>preferences>security>uncheck box labled enable java script links on webpages don't work and pictures and links son't want to appear on websites. this made it so webpages don't want to work past loading the content in text format. I have to check enable java script to go the webpages to work right so images and links work again but when I try to apply for this job the error message pops up saying I need to enable cookies and java script.

You installed Time Machine or Time Capsule? Time Machine is part of Leopard (OS X 10.5.x). If you are referring to Time Capsule, you set it up via AirPort Utility. You should have the install disk. If you are talking about Time Machine, can you confirm you have OS X 10.5.x? Your signature indicates you only have Tiger (OS X 10.4.11). If that is correct, you need to upgrade to Leopard.

You need to be in Expert Mode to see the full toolbox. Click the word Expert at the top of the PSE window to go there.

Could you please let me know what version of OS are you using.
Also, go to Control Panel/System Preferences in Windows/MAC and check whether Acrobat 9 is shown under installed programs list.
You might also try running Acrobat cleaner tool to remove all traces of previous versions of Acrobat:

Then, install Acrobat X again from the link mentioned below:
Download Acrobat products | Standard, Pro | XI, X

To answer the post title FireFox save all downloads automatically in the download folder, which you can find in the Documents folder. If you want to choose where to save your downloads go to tools>options>check always ask me where to save files.
Secondly, I am assuming you have IE 8 installed as this is the only version that supports this fix that is currently not in beta. Go to control panel>internet options>advanced tab and reset the settings at the bottom. This may or may not fix the problem but it is a good first step.

Check Settings>General>Restrictions and see if they are turned on and Siri is restricted.

Try:
- iOS: Not responding or does not turn on
- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- Try another cable
- Try on another computer
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

The missing apps could have been done by setting the Restrictions that can hid those apps. If the backup was made with those retrictions set the the Restrictions are also restored.
Thus, if you get it to work restore to factory settings/new iPod, not from backup

Options for when an iOS device gets locked because of forgotten passcode:

Do you have Time Machine enabled. If so, go back through your previous months until it features in your Application folder. Then restore.
