You have to set Find My iPhone to ON before you lost it and also has Internet connection.
If you don't, you can't locate it.
Report to local Police and change all password that are used in iPhone.

thank you for your interest
So i tried to relaunch itunes, the laptop and the iphone. Always the same problem. So I tried to connect the iphone on a other computer, this itunes find the device without any problem (the two computer has exactly the same: Dell Latitude E6320).
After that, I reinstalled itunes with the apples's procedure (http://support.apple.com/kb/HT1923) that doesn't work.
So I put the iphone in restore mode, itunes detected it but i don't want to restore it because it works on other computers.
Have you got any idea to help me?

Tap the Photos icon in the Dock at the bottom of of the screen.
If you don't see the photos there, tap Settings > iCloud
Turn Photo Stream off then back on then restart your iPad.
Hold the power button until "slide to power off" appears. Slide to power off. After it is off, press the power button to turn it back on -

No, not at all possible. The device has to be on and it has to be connected to the internet (wifi or cellular connection). Tracking uses internet data, so a device that is off cannot be found remotely.

Follow these steps to log into your iCloud account on your computer and deactivate "Find my iPhone" on your device:
Remove an iOS device or Mac on which you can’t turn off Find My iPhone
If you can’t turn off Find My iPhone on the device, turn off the device so it goes offline, then remove it from Find My iPhone on iCloud.com.
Note: You can also remove your iOS device by first erasing it—just follow the instructions below for removing an iOS device you don’t have. You can later restore the device from an iCloud or iTunes backup.
Turn off the device you want to remove.
Sign in to icloud.com/#find on another computer with your Apple ID (the one you use with iCloud). If you’re using another iCloud app, click the app’s name at the top of the iCloud.com window, then click Find My iPhone.
Click All Devices, select the offline device, then click Remove from Account. If you don’t see Remove from Account, click All Devices again, then click the Delete button next to the device. If the device comes online again, it will reappear in Find My iPhone. Remove an iOS device you no longer have
If you no longer have the iOS device because you gave it away or sold it, you need to remotely erase it before you can remove it.
Sign in to icloud.com/#find with your Apple ID (the one you use with iCloud). If you’re using another iCloud app, click the app’s name at the top of the iCloud.com window, then click Find My iPhone.
Click All Devices, then select the device.
Click Erase [device], then enter your Apple ID password. Because the device isn’t lost, don’t enter a phone number or message.
Note: If you’re trying to erase a family member’s device, that person will need to enter his or her Apple ID password on this device. If the device is offline, the remote erase begins the next time it’s online. You’ll receive an email when the device is erased.
When the device is erased, click Remove from Account.All your content is erased, and someone else can now activate the device.

I signed into icloud to find my iphone. icloud tried to upload my calendar, froze my desktop calendar and then erased it when I unchecked the box. I use time machine. Can I restore my desktop calendar and how do I keep everything but my phone locator and mail off? I do not want to sync my desktop with icloud except for mail.

Change your iTunes (Apple ID) password along with any other password that was stored in the iPod. If any passwords are associated with credit cards, contact the CC company and get your card replaced (with a new number). If any passwords are associated with a bank or any other savings institution, contact them also and discuss approprate action with them.
The "Find my..." function is pretty much useless if the device is in the hands of a thief. All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
The only real protection you have is with the personal information on the device rather than the physical device itself. This requires action before the device is lost/stolen. If the device has significant personal information, it should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries. -

There are tow ways you can handle this. One is to copy the notes to your computer using iTunes to send them to Outlook. The other would be to create or have an iCloud account so that the notes are synced online and then all you have to do is sign back in to get them. I like the new iOS 7 for iphone... But i think it's not a good idea to allow switch the iphone on flight mode when it is locked.. What happens if your iphone is stolen or lost? You couldn't be able to locate it using find my iphone... Can i remove this from the bottom menu?
And have your phone set to require a passcode before it can be accessed.
