Can't get email and website issues.

Question

I can't seem to get my email through Outlook Express or web-mail. I also have difficulties surfing websites as well.
I have Internet Explorer 4.5, Outlook Express 4.5, and OS X 8.6.
Not sure what is going on, but I can get mail on my friend's machine and check email just fine.
The web page doesn't even show up except for a small blue bar across the top of my web page. It lets me enter in my name and password and gives me authentication errors.
Outlook asks for name and password and they are correct. My ISP says everything looks fine to him.
Do I need to install some apple updates? How do I get updates?
Everything was fine a week ago, then all of a sudden I lose email.
Most web pages give me errors. I can go to google.com fine. but others are hit and miss. others just seem to timeout and abort.
I get my webmail at kalama.com I click webmail and only get a small blue bar across my screen with no login menu at all for anyone who wants to test it out.
