Can't get library or templates to update on server

Question

I am trying to do something very simple and i have done it
before but it WILL NOT WORK this time. I am updating pages and
trying to modify links within a library element. I have saved the
changes and updated all the pages and the changes show up on the
remote server but when you go to the website it has the old library
element!! can't figure it out. What am i going wrong?

Neither Library items not Templates have any function at all
on the server.
If you have had this work before, then I want some of what
you are having.
Both of those devices are LOCAL only. They change local
files, and the
changed local files must be uploaded to the server, not the
Template or the
Library item itself.
