Can't get WebLogic [6.1, sp1] to use log4j

Question

I'm having a great deal of difficulty integrating
log4j1.2.4.jar with WLS6.1sp1. When I build my
project and execute the code within Visual Cafe
(Enterprise Edition 4.5), all's fine, the log4j.jar
file is recognised and the code runs as expected, creating
a log file as requested.
I can't seem to set up WLS6.1sp1 to serve up that
log4j.jar in execution mode, though.
Here's what I've tried:
1) log4j.properties in the
wls6.1/bea/config/..../DefaultWebApps/Web-Inf/classes directory
log4j.jar in the
wls6.1/bea/config/..../DefaultWebApps/Web-Inf/lib directory
2) log4j.properties in the
wls6.1/bea/config/..../DefaultWebApps/Web-Inf/classes directory
log4j.jar extracted into in the
wls6.1/bea/config/..../DefaultWebApps/Web-Inf/classes directory
3) log4j.properties in the
wls6.1/bea/config/..../DefaultWebApps/Web-Inf/classes directory
log4j.jar in the
wls6.1/bea/config/mydomain/applications directory
None of these alternatives work. The WL server starts up just fine,
but when I try to execute my code, I get a:
java.lang.NoClassDefFoundError: org/apache/log4j/Category
Any help would be greatly appreciated!

The answer to this question is not perfect; however the solution does work. Windows XP by default will execute the license manager within the startup group. This is easily seen after the installation is complete and the computer is rebooted for the current installation to be taken into effect. In some cases Labview will require the license manager to be present depending on the application; but if it isn't then it does not need to be activated. Therefore, de-install Labview and re-install it; however, this time before allowing the software to reboot the machine when it is completed, click on NO and go directly to the Start->Settings->Control Panel->Administrative Tools->Services->NILM License Manager; right-click and select Properties. Go to the Field->Startup Type
and choose MANUAL. At this point reboot your computer for the completion of the installation.
At a later date, if the license manager is required, then to allow a TCP/IP connection would mean that you would need to disable Windows XP Internet Connection Firewall (ICF) feature which is also enabled by default when XP is installed. To disable this, go to Start->Settings->Control Panel->Network Connection and select the network connection you have configured. Right-click and select Properties. Go to the Advanced Tab and de-select the ICF feature. Note that your computer will be susceptible to intruders at this point, so take caution!
