Can't install free app without a pop-up telling me "payment method declined"

Up until yesterday I had been able to install all the free and payed for apps I wanted, then all of a sudden, when attempting to install a free app today, a pop-up appeared telling me my payment method was declined, despite it being free. There has been nothing wrong up until now, I have sufficient funds in my account. I haven't been able to find a solution to the problem and I'm not particularly inclined to get in touch with Apple's less than reputable support staff. Does anyone have any tips?

He reset didnt do anything. I cannot find the option to change my payment method to NONE either. This isn't making any bloody sense, I have no idea why this has suddenly started to pop up. I select the app, click install, enter my account password and then get through the age restrictive warning and am fronted with another box asking me to " sign in and tap again to view billing information". To asks for my password again so I enter it and am then fronted with "payment method declined". The app is Download Manager Lite, it is not the app because it is happening with other free apps too. It's incredibly frustrating.

    Read the steps carefully as the order in which you follow them is  critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID. 
    You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

    If None is not available - On your computer launch iTunes and click "iTunes Store" in the left navigation pane. Click the "down arrow" next to your name at the top right side of the page and click "Account." Enter your username and password and click "View Account" to log into your account information. Next to your Payment Type, click "Edit." Select the "None" button and click "Done." Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.

    Are you currently in the country where your iTunes account is based ? You won't be charged for downloading free apps (some free apps do then allow you to make in-app purchases to unlock extra features, though you can turn that off via Settings > General > Restritions > In-App Purchases 'off'), but if you add or change the credit card details on your account then you are likely to receive a temporary store holding charge to check that the card details are valid and that it's registered to exactly the same name and address as on your iTunes account - that should disappear within a few days or so.

    Yes I did, I have two apple ID's, one which I created only yesterday this is the one which I do not want my credit card details on.
    So I signed out of my existing account (tried this in itunes store and app store, on my mac and ipod touch) then signed in with new ID, can't get past the credit card request. I don't get the none option, on the touch i don,t get the pop up scrolling window with all the options.
    I want this seperate account so my son has the freedom to download free games etc on his ipod touch without access to my creditcard.

    Change your payment information to none on your iphone, goto settings > store  , tap on your apple ID , tap view account , tap payment type , change to none.
    This is all provided that you don't owe itunes any monies, if so then attach a credit card or itunes gift card and pay your arrears.
    Free app or paid app, you will not be able to use your apple id until you settle one of the above.

    Have you already established an Apple ID, or are you balking because of the credit card issue?  It is my understanding that you can get the Apple ID by specifying NONE when they ask for the credit card information.  You should then be able to download free stuff.
    Later, if you try to buy something, you will then need to provide a method of payment.  One alternative may be to add a gift card to your account.  I've seen them for sale at Walmart.  That way you can buy things without any worry about someone stealing your credit card information.

    I'm trying to create an Apple ID for some elderly folks that want something as simple as checking the weather and potentially other free apps but at no point can I create an account without a credit card, an idea that's very bad for folks that are not at all technically savvy.
    Various guides suggest there's a 'none' option for payment type if you attempt to create the account with the need to obtain a free app in the app store but this option does not exist, we only have three credit card options. If I change to USA, I have more options like Paypal but none of them is 'none'. Also tried the UK, still didn't work.
    Can anyone advise me as to how we can 'review terms' without entering a credit card? It's difficult for me to explain they can't do as much as they want to do with their new $400+ purchase because they need to use their credit card for authorization.

    I've just tried the steps and they worked ok for me, I've got the 'none' option for a new account e.g.

    If you update the primary email address on the account that you've already created then you should be able to try using to create another account - you can change the primary email address by logging into it via http://appleid.apple.com, or by logging in via the Store > View Account on a computer's iTunes. You can create a 'throw-away' email account to put on the existing account via http://gmail.com or http://hotmail.com
    I'd be surprised if the info that you've just been given about gift cards or credit cards is correct, iTunes gift cards aren't available in a lot of countries (and they are country-specific) and a lot of people don't have credit cards - they'd effectively be preventing a lot of people form having accounts.
