Can't open Photoshop CS in Wdo 7 - File is locked error

My computer crashed. I re-installed Photoshop CS successfully on my new hard drive after I had re-installed Adobe Reader & Photoshop Prepiere Elements.
When I open Photoshop CS, I get an error message "Could not initalize Photoshop because the file is locked. Use the 'Prorerties' command in the Windows Explorer to unlock the file."
When I right click the 'Photoshop CS' file in the C:\Program Files\Adobe folder, I see that there is a 'greyed-out' check mark in the 'Read-only' attributes box. When I un-check it, it goes thru it's process & the box becomes unchecked. BUT, when I close that properties window and then go back & look at that property box again, the 'Read-only box is checked again (greyed-out). I still keep getting that 'locked file' error message when I try to start Photoshop CS.
I had a similar problem with Adobe Acrobat on my laptop & Adobe told my DELL laptop Computer tech support that there are known issues with Windows 7 and all Adobe programs. They somehow screw up the security settings and do things like this.
I have tried un-installing & re-installing several times...I am out of ideas...Does anyone else have a solution?

You are probably running afoul of Windows permissions issues.
I'm guessing you have used a different user account to install Photoshop than you originally set the computer up with.
You'll likely need to set every folder and file needing to be accessed by you / Photoshop to be owned by you and have permissions so that you can do whatever you need to them.  I suggest reading up on Windows Permissions in the Windows Help facility.
Also, you should read and understdand what Windows UAC (User Account Control) is doing for you.  It causes your applications to run as though they do not have Administrator privileges, so don't be fooled (as many ex-XP users are) into thinking you should have permissions to do everything you want while UAC is on the job.  Again, it's a good idea to read up on UAC and understand it.
