Can't plug iPhone 4s to Windows 8.1

I have a new Windows 8.1 system. I have the latest version of iTunes 11.1.5.5. I have an iPhone 4s with iOS 7.0.6.
When I plug the iPhone into the PC to sync the phone "buzzes" or vibrates as the power goes on and off. It won't correct long enough to sync.
I've checked the USB drivers. I have no idea what to do next to get them to connect.

    I have a Windows 7 Proffesional -64 bit, and an iphone 4s. Till June, everyhting was working perfectly and I could suncronize my iphone with my computer. Since the version of itunes 10.6.3 in June, I have lost contact with my iphone. I have been waiting, as so many people, the new version of itunes for W7 64bit, which aroused 2 days ago. Unfortunately, nor this vesrion, 10.7 is letting me syncronize my iphone to my computer. The message is the following: Apple mobile device support can't be started."..................Do you have any ideas how to overcame this????

    It also took me a number of tries over the past couple hours to download and install iOS 7.
    Happy to report was able to install both iPhone 4S and iPad 2 via iTunes after updating to the latest version of iTunes.

    My iPhone won't sync since I upgraded to Windows 7 Professional 64-bit. The sync process begins, but then I get a diagnostic box asking me to send info to Apple. Because Win 7 doesn't have an address book I disabled syncing contacts. No luck - it says "Sync in Progress" for a bit, and then simply stops. I've got application upgrades waiting to download, but no luck at this point.

    This reply was obviously posted by a Mac user who knows nothing about Windows based PCs. Since Oct. 22, all new PCs pretty much come with Windows 7. For itunes to have this problem after 2 months is not justifyable.
    This is like telling someone whos iPhone won't synce to their Chev suggesting they buy a Ford instead.
    Disgusted PC user looking for something more informative from you in the future.

    Syncing to a new iTunes library or computer will erase your phone. Only if you back up your phone manually before syncing, you can restore your device from that backup again. A manual backup does not include the sync process.
    Do this:
    Disable autosync in iTunes, connect your phone to your new computer and right click on it in the device list and choose backup. iTunes will backup your device without syncing.
    Transfer your purchases the same way, choosing "transfer purchases" this time.
    When you connect your phone for the first time, all media content will be erased. But you can restore your settings and app data from your manual backup afterwards.
    Don't forget to set up at least one contact and event on your new computer to be able to merge calendars and contacts when you sync the iPhone for the first time.
    Music is one way only, from the computer to your device, unless you bought the songs in iTunes and transferred your purchases.

    You can also back up iTunes and restore it on your new computer How to back up your media in iTunes , but the iPhone will be erased anyway during the first sync.

    I have only tried one pdf file which downloaded wonderfully to the iPhone. I synced to the PC without the PC being connected to the email account. This also worked except that when I tried to open the attachment on the PC I got a message that the mail wasn't fully downloaded. When I went on=line on the PC, it downloaded the attachment. I would love to have this option because I can't access some email accounts from my corporate computer.

    No it is not. The only information synced regarding email accounts is the email account information only and this is in one direction only - from your computer to the iPhone via iTunes.

    Making sure everything is allowed through firewall
    Rebooting phone/laptop/router
    Disabling ipv6
    Disabling all networks except the one curently on
    Re-installing iTunes
    Restoring iPhone
    No luck with any of those unfortunately so i just thought i'd see if anyone else is still without wifi sync after trying those as well and if you ever found a fix, thanks.

    I just wanted to leave a note that it's working now. I'm not sure if it was the latest iTunes update that got it working or that i decided to start a new library instead of using the one i had backed up on Windows 8 (it didn't occur to me to check using the old library when i re-installed iTunes). But if anyone is having this problem, it might be worth trying again with a new installation of iTunes to see if the latest update works for you, and if not, try using a fresh library instead of a backup (by fresh library i mean discard your old library completely and start a new library, not just restore as new iPhone, a whole new library).

    Trying to install new iOS (8, I'm pretty sure?)
    iTunes prompted to install newest OS for the phone, successfully created a backup/sync, shut off the phone, and now it's stuck waiting to be recognized by iTunes to get the new OS installed.
    When the phone is plugged into the computer, Windows gives the "Device Detected" sound but it doesn't register as a camera or storage device anymore. Meaning I'm not sure where the device is supposed to be located in Device Manager.
    iTunes does NOT show that the device is detected.
    I've updated iTunes to 12.1.2.27
    Restarted the computer several times, as well as the phone.
    Tried another USB slot
    Tried another computer (Windows), and while it DID register in iTunes, it failed to Restore OR Update
    Tried Help > Run Diagnostics, but that crashes iTunes.

    If your iPhone is recognized by the computer, but not seen by iTunes, you may need to restart the Apple Mobile Device Service, as described in this article -
