Can't purchase apps via mobile billing option

Microsoft sent me to AT&T, who in turn sent me to Nokia. This is neither a hardware, nor a messaging issue, so I chose "Connectivity," out of the three troubleshooting topics offered.
I have been getting carious error messages when trying to BUY apps using the mobile/mobile phone billing option. The latest is a message saying my cellular data is probably down, something like that, when it's clearly working fine.
I don't have a credit card to try, only a prepaid card, and prepaids aren't accepted methods of payment, according to AT&T.
I used to be able to buy apps all the time through mobile billing option. Then it seemed to just stop.
AT&T sent me here because there is no block on my account on their end.

Thanks for your post and welcome to the forum.
The option to pay via mobile billing depends on whether your operator allows this from the Nokia Store or Marketplace ( you don't indicate what phone you have) and also needs to be activated by them.
If it has worked previously and doesn't work since you have this phone, please ask them to activate this opion for your current device. Alternatively you could ask them to resend your mobile data settings so that these can be reconfigured which will resolve the issue if it is caused by the data connection, as the error message suggests.

Purchased "Moneypad app" missing in App Store. I've used that app for more than a year and all my financial records are in it. I have the backup but I need the app. How can a purchased app go missing??? Is that even legal??

I've used "Moneypad" app to record my financial transaction for over a year and I got an update today. After updating all the icons where misplaced and there were a lot of bugs in the app. The update said "Restore original app icon". So I decided to delete it and reinstall the app but now i couldn't find the application in the itunes store both through my Macbook air and my iphone 5. What do I do now?? how can a purchased app go missing? Is it even legal to delete apurchased app from the itunes store?? What happened to my money and the worst part is my records cant be used in anyother application but "Moneypad". There were 2 version of the app in the store. One was free and the other One was paid. Yes. You can use any funds that you have available in iTunes for the App Store, iTunes, iBooks or the Mac App Store. Just go to the app store and tap on the app that you want to download. If the credit is available, it will be deducted from your account when you make the purchase.
You can swipe to the bottom of the featured tab in the app store to view your account balance.

Go to Settings > iTunes & App Store > Apple ID > View Apple ID > enter your password > set Country/Region to US if your account was created in the US.

Mine's much worst - can't send nor receive emails from Yahoo and Gmail. It simply won't connect. Gmail first gives an error about the SSL and to try again without it. But, it still won't connect. Yahoo on the other hand keeps on saying that the apple.imap server is not responding no matter what settings I change. It really does seem that there's something wrong on their end, however, it seems selective.
This is on top of the fact that all of my contacts were erased and the Personal Hotspot disappears intermittently.
By the way, I came from 4.2. I updated my wife's from 4.1 and her's is just peachy.
