No. You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

hey all
i have moved to a new country from the US and now can not purchase any new stuff as I get asked for my security questions. I do not remember them and worst of all do not have a safty email.
Is there anyway this can be solved. I can not get support to call as they do not accept my number.

The result of that I can't remember my security questions, and it tells me to send a rescue email an alert, but it doesn't show you how to get to that page. If I can't remember my security questions, and don't have a rescue email address, why can't I just add a rescue email to my apple ID account without having to contact iTunes Support?
I verify my identity just by logging in with my password, not being able to add a rescue email address without answering the security questions is just extra hastle and doesn't increase security. No one knows my password so how could they break into my account? I understand having security questions to change your password but not for adding an email address.

Check in your iTunes folder on your computer to find the files. If they are there, then drag on top of iTunes to import them in. If they are not there, then report the issue to the iTunes Store.
