Can't reset my apple id password - don't receive email

Trying to reset my apple id password via email. I click "Email authentication" and get a confirmation that an email has been sent. But I don't receive an email.
Can it be that using an apple id / email address like [email protected] causes problems?

when i try to reset my password i got to the page that says email the password - but i never get an email
when i go to the page that says Answer security questions it asks for the birthday - i enter the correct birth day and it says it does not match what is on file
oddly enough. When I go to the page to find my apple id, I enter the Name and email as requested and it says that it can not find my ID
When i try to create the ID it says that it already exists
I really do not what to create a new id with a different email

I have a friend who his son tried to download an app from the appstore too many times. he entered a wrong password few times and his account has been disabled.
I am trying to help him. when i iForgot, tried to send a rescue e-mail to reset the password. the iForgot site tells he sends the rescue mail but in his gmail (which is the same as apple ID username) there is no new mail received. i tried it for few times and no success.
I tried also recovering with the rescue recovery questions but he can't seem to remember the right answers so now success with that option.
I also checked with another mail my friend has, maybe it's a rescue mailbox in the apple ID account but nothing there also.
What can i do to help him??

He says that he have one other mail then gmail. He checked it (also the spam and junk folder) and got nothing from apple.
We are really stuck, he have alot of bought apps in the account. What can I do to recover it?

Currently my account had been hacked and the password changed, email address login.
I used iforgot function but not getting the account recovery link.
Please check back with my old account login email address .
I've bought a few apps on the Appstore using icloud account and still keep the transaction information via email.

I have asked for your email address to be edited out. Posting your address in an open thread is a sure way to be bombarded by unwanted email, remember it will be here long after you have resolved your problem, for automated detection software to find.
If you want people to contact you, enable others to see your email address in your profile.
Start here, change your country if necessary and go to manage your account.
Also check your Mail rules and filtering, the verification mail may be going to a junk folder or even being deleted altogether. You may also wish to contact your mail provider to see if their spam filters are removing the email before it gets to you.

I had this same issue, i discovered that I had more than one Apple ID. I had a Mobile Me account that i closed more than a year ago. That old account had my primary email address still verified on it. I had to unverify/delete my primary emailaddress from the old AppleID then reverify my primary email address to my new AppleID for iCloud. Bottom line, check to see if you have another AppleID....you never know...

Assuming this is an iCloud mail account, sign out of iCloud in its preference pane, then sign back in with the new password.
