Can't reset my apple id password, get no reset mail.

Hi,
I have a friend who his son tried to download an app from the appstore too many times. he entered a wrong password few times and his account has been disabled.
I am trying to help him. when i iForgot, tried to send a rescue e-mail to reset the password. the iForgot site tells he sends the rescue mail but in his gmail (which is the same as apple ID username) there is no new mail received. i tried it for few times and no success.
I tried also recovering with the rescue recovery questions but he can't seem to remember the right answers so now success with that option.
I also checked with another mail my friend has, maybe it's a rescue mailbox in the apple ID account but nothing there also.
What can i do to help him??

He says that he have one other mail then gmail. He checked it (also the spam and junk folder) and got nothing from apple.
We are really stuck, he have alot of bought apps in the account. What can I do to recover it?

If you are talking about your Apple ID - go to Settings>Store>Apple ID - tap the incorrect ID and sign out. Then sign in with the correct ID.

You cannot retrieve her password. Note the Apple ID, in Apple's eyes, belongs to _her_. It is not the property of the company. If she wishes to reset the password, she can go to the Apple ID site: https://appleid.apple.com/ and try and change it. If she doesn't know the password and has no access to the email address it may prove challenging if she provided no backup email address.
But I'm not sure this is the root of the problem. If the iPhone is locked using "activation lock" and it's running iOS 7 then yes, it will need to be unlocked. If your company has proof of purchase of the iPhone, you may wish to try contacting AppleCare. Otherwise, she can release it by going to her iCloud page and disabling it.

Why Can't I Change Apple ID Password to a NEW password?

For security purposes, I am changing my Apple ID password swapping out letters in an old password for certain numbers. (For example, changing As to 4 and O to 0 the word "password" would become "p4sswOrd") I have changed 2 of the 10 characters in the password yet when I click update, I get an error message that says, "new password must not have been used in the past year" even though the password is different and has never been used.
