Can't resize image to 16x20

I'm trying to resize a RAW image to a 16x20.  I unchecked "resample image" and have "Constrain Styles" and "Scale Proportions" on in the Resize Image window.  I typed in 20 for the height and the width automatically filled in as 13.278.  I tried filling in the width as 16 and the height automatically filled in to 24.04.  I need to get this image resized to 16x20 and I can't figure out what I'm doing wrong! 
Extra Info:  I have the "resample image" box unchecked because this image is going to be a canvas.  I'm new to the whole resizing images, canvases thing, so any help would be greatly appreciated!  I need to get this done today.
I have Adobe Photoshop Elements 8.
Any help would be GREATLY appreciated!

     I am currently working on the development of an application on a PDA (brand Nomad) and whose OS is Windows Mobile. So I am using the PDA module of Labview 8.6.My problem is the following one: in my application I would like to be able to load images (thanks to their path) in pictures indicators. I load images with the labview “function PDA Image File Load.vi” and then my problem is that images don’t fit with the size of the indicator, and so I am only able to see the left top corner of the image…Of course, I would like to see the entire picture, but I don’t know how I can modify or resize a picture with the PDA Module, where most of the property nodes (zoom factor, scrollbars…for picures) are not available.Has someone ever faced and fixed that problem?? Any help would be really appreciated!!   PS: Attached is one part of my application!

    Question just like the topic states. Also when editing an image; contrast/brightness etc - how can I make sure that the original stays intact?

    It depends on what you want to do with the photo. If you're resizing for printing just go into the Edit mode and crop using the appropriate Constrain selection. iPhoto will automatically save a copy of the original file so you can Revert to Original any time you'd like. If you want to resize for emailing just click on the Mail button and you'll be given the opportunity to select the size you want to sen with the email. The original is not changed in any way.
    Any edit of a photo, crop, brightness, redeye, etc., will cause iPhoto to save a copy of the original file as I stated above.

    I was working in Photoshop CS5 creating a flyer when suddenly I wasn't able to resize any images.  I was adding images into the flyer fine for a while, but then when I clicked on an image to resize it there were no handles and I couldn't resize.  I've closed the program & restarted, closed the file & re-opened but nothing helps.  HELP.

    Maybe you accidentally disabled Show Transform Controls in Move Tool options.

    As of today, PSE will not resize images for me.  I typically use PSE for this function and am familiar with it.
    I thought it might have been the windows update that occurred last night, so I restored my system earlier, but it does not help.  I still can't resize images.  Any thoughts?  Thanks.

    I am a two page layout report in RTF. Can I use different background image on page 1 and page 2? The first page background will not be repeated but the second page will. Also, it seems when we insert a background image by going "Format -> Background -> Fill effect -> Picture", after we finished the whole process we can't get the background image to fit with the page, can we resize it to be fit with the page?     Yes.  Select the image and go to the Inspector/Hyperlink/Link pane and use the Link to One of my Pages option.
    Remember: the photo must be added to the page by dragging it onto the page and then be selected.  It can't be added as a background image with the Inspector/Page/Layout pane.

The Quick Selected image is too big when I paste it on the background. You can only see a small portion of the persons head.

    Open the photo, then go to Image>resize>image size. Read what the resolution is in px/in.
    Get out of this screen. Then use one of the selection tools to select the person, go to Edit>copy to put it on the clipboard
    Now, go to File>new>blank file. Enter width & height, and the same resolution value.
    Go to Edit>paste. The person will be on a separate layer. Use the move tool to position, and, to resize with the corner handles, if necessary
    Note: For printing, it is desirable to have the resolution in the 240-300px/in range. For web work, 72 px/in is ok

    I've tried two images, the results were:
    Image 1
    Jpg, original file size 923KB, dimensions 848px x 279px.
    After resizing to 848px x 180px with 72dpi, the file size decreased to 164KB.
    Image 2
    Jpg, original file size 809KB, dimensions 1200px x 1800px.
    After resizing to 668px x 722px with 72dpi, the file size decreased to 307KB.
    So, there seems to be a fair file size loss - is this to be expected?

    I used to click on the image and then go to the corner hold down shift and resize it.  Now it won't do it.
    How do I do it now? 
    I have a project deadline and need to do this asap.  Panicking that I won't meet my deadline.

    Did you turn off the "show transform controls" option in the move tool?
    It sounds like you were using that previously.
    And you can always transform by using the Free Transform command (command/control T).

    I've downloaded the GIMP & looked at Seashore, Inkscape, Sketchbook, and Paintbrush. All I want to do is resize images (paintings and drawings, not photos), sharpen the contrast in some of them, and MAYBE layer floral drawings over some text background--the programs I mention having looked at/tried seem far too complex for what I want to do, and I just get lost trying to figure them out (and reading the user manuals!).

    Is this an older "round" version of the AirPort Extreme? If yes, it is true that AirPort Utility 6.x no longer supports the older AirPort Extreme and AirPort Express models.
    A model number......located on the bottom of the Extreme or on the side of the Express would be helpful to confirm what you have.
    Apple probably does want you to buy a new AirPort Extreme.
    The workaround might be to use a Mac or PC running a 5.x version of AirPort Utility.
    A more complicated workaround would be to install AirPort Utility 5.6 on Mountain Lion.  This is not supported by Apple......it does work for me.....but may not work for you. See this article for more details:
