Can't send MMS or Group SMS

Hopefully I can get help with this i'm pulling my hair out. I have an iPhone 4 and just recently reactivated my AT&T sim. Problem im having is I can't send my MMS or Group SMS to non iMessage phone numbers. I believe I know the problem but I don't know how to fix it. Prior to reactivating my AT&T Sim I had a RedPocket Mobile SIM in there and had to modify the APN/MMS settings on it. So I believe its my APN settings.
Also If I do a complete erase and reset but NOT restore from iCloud MMS and Group SMS works, im thinking my iCloud restore files changes the settings for my APN.
Since I have AT&T I don't have the option to access Celluar Data Netwok

Previously i had no problems with this until a couple of weeks ago.
There wasn't some event that i am aware of that caused an onset of this.
Now I can only send pictures or group messages to other iPhones.
I have cellular data, MMS and SMS settings on.
Have tried sending picture text and group messages with and without wifi on (as well as switching the others on/off one at a time & testing).
Tried with iMessage on/off.
Tried every combo of Send & Receive phone/email (& off).
Reset network settings.
Wiped phone clean and restored with iCloud backup.
Using AT&T.
Still nothing.

Any other ideas out there?

Yep, I am having the same issue after upgrading to 6.1.3....can send iMessages with TEXT but as soon as I try to send a photo via iMessage I get "Not Delivered". I can recieve photos via iMessage without any issues.
I can send photos fine as SMS/MMS, but my carrier changes me for this.

Can you send/receive SMS's? Is MMS turned on in settings? If MMS is tirned on, & you can send/receive SMS's, 99% of the time the problem rests with your carrier. Either MMS is not turned on, on their end, or not properly provisioned on your account.

Can I send MMS with only the Wi-fi connection?

I cant send MMS messages with only my Wi-fi connection, only when I have 3G on my MMS messages really go away and the other person recieves it.
I just get a to the right of my MMS message when I only have Wi-fi on.

You can send an iMessage using WiFi. You can not send an SMS or MMS

What is going on? I updated my Spring 4s to iOS6 and now I can't send MMS's to people NOT via iMessage.

For what it's worth, I'm having the same problem with my iPhone 4S. I can only send MMS to other iPhone users. Attempting to send it to non-iPhone users results in a failure and retry, over and over. There is another thread on here where we're talking about it:

I can't send MMS messages from my Iphone 4S. I can send them over iMessage, however (and apparently I can receive them from anyone).
MMS messaging is turned on, and I already took it to the AT&T store. They said there should be no problem from their end (with my account etc)
I also tried restoring the phone, that didn't work.
I don't want to have to schedule an appointment to take it to the apple store, so I'm wondering if anyone has any suggestions before I do that.

how about a reset? Hold down the home/power button together until you see the apple logo and then release, then wait for the phone to boot back up.

The nice thing about owning this overpriced POS is that Apple not only doesn't support it, but also doesn't want to hear about anything negative regarding it. So I spoke to the so-called "support" people at Apple who successfully screwed up my contacts beyond repair. I got a nice email from Apple asking me to rate the support I got. I was actually civil and described the issue tactfully. What do I get in return? Nothing. Not a damned thing!! You're luck you've got me by the short hairs on a 2 year contract but I'm still tempted to throw this POS through the front window of the nearest Apple store!! Not only will I be replacing this phone with a competitive product but I won't be buying anymore Apple crap. I guess when you con 27 million people into believing your rhetoric and sales lies, you don't have to care whether some customers get screwed or not. I'll be going back to Verizon and threatening legal action if they don't take this electronic dung heap back but I'm sure the teams of lawyers Apple and Verizon have on staff have insured that I have no rights in this matter and you're free to screw me anytime you please. Actually, I can't send MMS successfully without using iMessage. Since anyone that doesn's have an iPhone doesn't use iMessage, directly what am I supposed to do?? This has only been an issue today but it's a ridiculous issue that Verizon seems to refuse to get a handle on. I am connected to WiFi, and even when I'm not, that changes NOTHING!!! So what do I do to fix this? Better yet, what does VERIZON do to fix this? I don't see how people fork over hundreds of dollars a month for services that don't work and customer service reps that offer no help....

Clearly there's a wireless concern that warrants our immediate attention here NoToleranceForShenanigans! Let's look into this together. May I ask what zip code are you in? Are you able to send texts to the same number without any issues? How much available device memory do you have on your iPhone? As you share the details then we can troubleshoot.

Greetings my fellow blackberry users. I have a question pertaining to sending pics taken from my curve 8330. I know that I can send pics via email, but can I send a pic as a text from my phone to another phone?

Certainly. Except with a picture or file attached, it is no longer an SMS (a test based Short Message Service) but becomes a MMS (Multimedia Messages Service).
So, from your Messages screen, choose Menu > Compose MMS.

Nokia 928. Latest win 8.1 software. Can not get MMS / picture / group messages

MMS on my Nokia 928 use to work. After an upgrade is doesn't work (? - could be a coincidence it happened after an upgrade?). I get the message "Get media content now." Tapping on the link doesn't do anything. Doesn't matter whether I'm using wi-fi or cellular data. If I go to Settings > Cellular+SIM > SIM Settings > add MMS APN, the fields are blank. At the microsoft support site it says to save your settings, but it doesn't tell you what these settings should be. The fields on this form are APN, User Name, Password, WAP gateway, WAP gateway port, etc, etc. Should this form be filled in? If so, what are the settings?
I need both picture messaging and group messaging. Right now it is broken.

HFGuy, We certianly know the importance of ensuring your MMS is working properly. Let's look into this. Do you notice this error occuring when you are connected to our 3G/4G LTE network or Wifi? Are you receiving this error message when trying to send MMS or receive? Also, can you please confirm the current software loaded on your Nokia 928?
