Can't send Road Runner email with wifi enabled

When wifi is in use, I'm unable to send email from my Road Runner POP 3 account  I get a quick error message that it can't sign on to the server.  The message remains in the Outbox.  The quick remedy is to turn off wifi and wait for the message to sync.  Obviously this is something that needs to be fixed.  It sound similar to the problem where Pix on MMS couldn't send under wifi until the OS 1.4 update.

Are they on the Road Runner network?  If not then Road Runner blocks access to there network due to spamming emails. I had this issue on my laptop and the way I resolved it is to talk to my internet provider and they gave me port numbers to change on my laptop outlook email.
If it is on the cable network(Road Runner) post back so we can get to the bottom of this issue.

    We have an Exchange 2010 server, running under Windows 2008R2. Both the server and Exchange are current for Windows and Exchange updates. Exchange is on SP3 installed about a month ago with no errors reported in the event logs.
    The problem is that attachments over about 1 MB do not send or receive and no error message is returned. If I send an email message with a 3 MB attachment to myself, it reports as sent in Outlook. On the Exchange server the message queue shows nothing in
    the queue. I try to use Exchange mail flow tracking tool and it hangs when selecting “messages received from” option. I gave up waiting after 5 minutes for the display to populate.
    As the server is set attachments should be able to send and receive up to 20 MB.
    I checked and verified all settings I could find related to this. I checked with the Exchange Management Console per the following article:

    Details from the articles noted above:
    First test was to attach a 3 mb text file in Outlook sent from my in house account to my in house account. After 5 minutes the test message was not received nor was there an error message returned.
    Checked The Exchange server mail queue and there was nothing in the queue. Checked the Exchange mail flow tracking tool and it hung when selecting “messages received from” option.

    Done previously as well as the entire server. No change.

    What is the expected behavior in iOS 7.x when hitting send on an email with no wifi or cell connection being present? Also is the behavior designed to be any different if the user intiates airplane mode ahead of time?
    We have a couple of users that claim in this situation the email will act like it sent in which they expect it will go out once a network connection is restored.  They then come to find the recipient never recieved it and that it does not show in sent email.  Its merely lost and they claim its also not in drafts.
    I would hope the expected behavior would be that it would either retry sending once network connectivity is restored or at least warn that it needs to be saved as a draft since no connection is present.

    It should show "X unsent messages" at the bottom of the mail app.
    It also should create an outbox where the unsent emails will queue up, but this could also vary on the email provider.
    Once you re connect to a network, it should just send the messages

    I have had my phone set up for Road Runner email in TampaBay but for some reason December 4 was the last time I was able to send or receive emails.  I now removed the account and attempted several times to re add the account and it won't take the account.  It say server not responding.  Road Runner says this is a problem with my phone

    This is how you can tell is at fault(I believe it's RR).
    When I had my email setup I did this.
    Connected to home wifi - it worked
    Connected to Verizon - it didn't work
    Connected to McDonald's wifi - it worked(had agreement with RR for service)
    Connected to Coffee&Tea wifi - it didn't work(had agreement with Hawaiian Telcom for service)
    From that I deduced you need to be connected to RR to send mail.  I could always receive mail, just not send.

    By sharing playlists you mean sending the list of song titles along with the songs themselves you can't.  That would violate Apple's contracts with the studios regarding sharing music, videos, books, etc.  Which is strictly forbidden. With the single exception that I am aware of which is Home Sharing.
    If you just want to share the list of song titles you could take a screen shot and email that.  Hold down the home button and press and release the power button.  The image is then stored in your camera roll.

    Hi Have you got WiFi or just a mobile signal If you can get a good mobile signal  but no wifi you need a WiFi dongle Not the plug in type the stand alone one you can run upto 5 devices at once You can get one on contact  or PAY& GO Ask someone to get one for you from shop go for the best  Mobile signal were you need to use it If you are in the UK EE on 4G are best.     i would guess that you are trying to write the message possibly in the field designed for a contact name or phone number that you would like to send it to, if you go down to the rest of the lines you will be able to type your message. this is just a guess but it sounds like this might be the issue. if not please elaborate so we can assist you better.

    How the email message looks in Mail is fairly irrelevant to how it will look to the recipient.  An image attached to an email message is an attachment regardless of how the client displays it.  Some will display it inline, others as an icon in a list of attached files.  Regardless, it is an attachment and should be capable of being opened, saved to another location, etc.
    Unfortunately, some Windows email clients (*cough* Outlook *cough*) are absolutely crippled when it comes to email standards, and make it difficult for recipients to view or save some attached images.  You can better ensure success with Outlook by using Windows-friendly attachments and only sending plain text email, rather than HTML email.  However, Outlook is still Outlook, and it does not play well with others.
    If you must communicate with people who use Outlook  try uploading your photos to an album on Picasa, Flikr, Shutterfly, etc, and then send people a link instead.  Or convince them to use a real email client, like Thunderbird.

    If your using BIS - Log into your BIS account and delete the email address and recreate it again - the email server details  are pointing to the wrong email server.
    If your using BES ,then the BES needs to get the correct Mail Server details - Delete the user form the BES and add them back, then reactivate the Handset.

    I don't fully understand what the System Reset does but I've found that it cures many ills.  It's easy, quick and harmless:
    Hold down the on/off switch and the Home button simultaneously until you see the Apple logo.  Ignore the "Slide to power off" text if it appears.
    A System Reset does not remove any apps, music, movies, etc. nor does it cause any settings to revert back to default.
    Also, you might wish to download the iPad-2 User Guide.  Pay special attention to page 162.  Note that this Guide also applies to the iPad-1 with IOS 4.3 except for those functions that are not supported by the hardware.

    It's nothing to do with your storage levels: there are limits placed on the numbers of emails you can send.
    I quote:
    iCloud has several safeguards to ensure that only iCloud members can send messages using the iCloud outgoing mail server. Among these safeguards are reasonable limitations on:
    The total number of messages you can send each day (200 messages)
    The number of recipients to whom you can send each day (1000 recipients)
    The maximum number of recipients per message (100 recipients)
