Can't Set up to Apple Pay and can't find Apple Pay in my Passbook

I have updated my iPod Touch 5th Gen. to iOS 8.1. I can't set up to Apple Pay in my Passbook and can't Find Apple Pay in my PassBook in my settings.
How do I set this up for my iPod Touch?
In My settings My PassBook app is not Listed but it is listed in the Notification section, but my Passbook app shows in my iPod Touch? How do I add or can I add the Passbook app into my settings?
How come my Passbook app isn't listed in directly in my settings like all the other apps?
I really want to have and use the new Apple Pay in my iPod Touch, I had watched the Keynote and they said that the Apple Pay could be used on the iPod Touch 5 along with the other Apple mobile devices? If the Apple Pay can't be used on the iPod Touch 5 then this is very unfair, I know for a fact that they said that the Apple Pay could be used for the iPod Touch 5!?

Sorry, you are wrong. Apple did NOT say Apple Pay would be available on all Apple devices. Apple SPECIFICALLY stated that Apple Pay is available ONLY on the iPhone 6 and iPhone 6 Plus. Previous Apple devices, including your iPod Touch, simply do not have the hardware chip (called NFC) to make it possible.

If you set up the Find My iPhone service prior to your iPhone going missing, then there is a chance that can be tracked and locked, though it depends on a number of factors: the iPhone is turned on, connected to either the 3G or a WiFi network, or has not had the Find My iPhone service disabled or the iPhone been completely restored. If your carrier does not offer such a service and you did not set up Find My iPhone, then there is no way to track the unit nor lock it, though if you set a screenlock passcode, it would be locked already. Notify the police and your cell carrier, and change any passwords for any online accounts you may have used from your iPhone (the iTunes Store, for instance).

Quick answer if you use iTunes' default preferences settings: Copy the entire iTunes folder (and in doing so all its subfolders and files) intact to the other drive. Open iTunes and immediately hold down the Option (alt) key (shift on Windows), then guide it to the new location of the library.

The reset link will only show if you have a rescue email address on your account - if you've just added an address then it will be an alternate/secondary email address, which is a different setting/address on your account (a rescue email address can only be added by answering 2 of your questions).
You will need to contact iTunes Support / Apple to get the questions reset : http://support.apple.com/kb/HT5699
When they've been reset you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use

To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iDevice, then sign back in with the ID you wish to use. When you do this you may find that the password for your old ID isn't accepted. If this should happen, and if your old ID is an earlier version of your current ID, you need to temporarily recreate your old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

Yahoo's servers are notoriously unreliable. Use the "Yahoo" account type when setting it up. If it doesn't work, and you are positive the credentials are correct, wait a while and try again.
While you're waiting, set up a free gmail or iCloud email account.
