Can't share apps

I have Home Sharing with my other half. I used to use my laptop to download apps he had purchased but no longer have the laptop. I have tried to download apps he has purchased on both my iPhone and iPad but iTunes shows the price and only says 'buy'. In the past I've just searched for the app he's bought and been given the option to download rather then buy as he has already paid for it.
I have checked my settings and Home Sharing is showing as set up on both devices.
Please can anyone help or advise on what we need to do for Home Sharing to work so we do not need to pay out twice.

You can't share apps over home sharing to your mobile devices. If you are using the same App Store account, just re-download them, if you are using seperate accounts, you aren't supposed to share them.

    I now have two iPads, which I also (need to) have separate AppleID's for. I understand I can share apps between them if I authorize iTunes on my iMac with both ID's, but I am not quite sure about the correct way to do that. I already have the iMac authorized for AppleID#1. If I go into iTunes and click on Store/Authorize this Computer... and enter my AppleID#2 information into Account name and Password boxes, does this authorize my iMac's iTunes for BOTH ID's or does it just change the authorization from ID#1 to ID#2?
    If the former is correct, I understand the way to proceed is to xync up both iPads to iTunes and then I can drag and drop apps from one iPad's library listings to the other, right?
    If this is not the correct way to get dual authorizations, what is?

    If you want the other user to be able to see the pics, but not add to, change or alter your library, then enable Sharing in your iPhoto (Preferences -> Sharing), leave iPhoto running and use Fast User Switching to open the other account. In that account, enable 'Look For Shared Libraries'. Your Library will appear in the other source pane.
    Any user can drag a pic from the Shared Library to their own in the iPhoto Window.
    Remember iPhoto must be running in both accounts for this to work.
    You can figure out using it with another machine from that too

    The apps should be in itunes on your computer.  Just sync them to the other ipad.
    Ipad and ipod apps are not usually the same.  there are a few universal apps - shown with a "+" sign.  you can use universal apps on ipods/iphones/ipads.

    If they are syncing to the same iTunes library you can just sync them to the other phone using iTunes.  (However, if the other phone has been syncing to a different computer/iTunes library don't do this or you will create problems as iTunes will delete all iTunes media off the phone and replace it with the media in the new library when you sync.)

    If you each sign into your account in the iTunes Store in the iTunes app on your computer, you can go to Store/Authorize This Computer in the menubar and authorize the computer to use everthing that you purchase and download from your account. Those items should then sync and work on each others individual iPads.
    Just remember that if an app that you bought needs to be updated, you will need to log into your iTunes Store account to update it. Her account cannot be used to update your purchases and vice versa.
    You can each authorize up to five computers to use the media and apps purchased from your individual iTunes Store accounts.

    If you haven't set up your own Apple ID already don't.  I suggest you use the same apple ID as your wife's.  The alternative is to do this http://support.apple.com/kb/ht1848.  It's not efficient as you have to swap apple id's to update apps under both IDs.  20/20 being hindsight, I would have never created a 2nd apple ID for my wife.

    EDIT: It seems Apple have changed the AppStore Terms and Conditions since I last read them thoroughly.
    Here's the relevant sections:
    If you are an individual acting in your personal capacity, you may download and sync an App Store Product for personal, noncommercial use on any iOS Device you own or control.
    You may auto-download iTunes Auto-Delivery Content or download previously-purchased iTunes Eligible Content from an Account on up to 10 Associated Devices, provided no more than 5 are iTunes-authorized computers.
    (ii) An Associated Device can be associated with only one Account at any given time.
    (iii) You may switch an Associated Device to a different Account only once every 90 days.
    (iv) You may download previously-purchased free content onto an unlimited number of devices while it is free on the iTunes Service, but on no more than 5 iTunes-authorized computers.

    I've got a harrible feeling that I should have created a joint user account and apple ID, and I've just wasted the best part of £40...please tell me theres a way to fix this!!

    Welcome to the Apple Support Communities
    You can, but you will have to update the applications from the user account with the Apple ID you used to purchase those apps. There isn't any other problem, but it may be illegal (but I think it's legal if you run them on the same Mac)
