How do I turn off caller ID in ios5?

Just to make sure you didn't overlook the obvious (we all do it more often than we care to admit). Can you toggle the other services in the Sharing pane? Perhaps you just need to click on the padlock and authenticate before you can make changes.
Second thing to try. Make sure System Preferences is not open. Look in the user's Home folder/Library/Caches. Find a cache item com.apple.preferencepanes.cache. Delete this item. Log the user out and log back in. Now open System Preferences and see if you can make the changes.
Third thing to try. Here are the items that get changed in the /etc/cups/cupds.conf file when you turn Printer Sharing OFF---
line 55 becomes
ServerName 127.0.0.1
lines 453 and 454 become
#Port 631
Listen 127.0.0.1:631
line 581 becomes
#BrowseAddress @LOCAL
line 635 becomes
BrowseInterval 0
line 826 Allow From @LOCAL
is deleted and the block from line 822 through 826 becomes
<Location />
Order Deny,Allow
Deny From All
Allow From 127.0.0.1
</Location>
All these changes are taken from a modification of the default cupsd.conf as supplied with the version of CUPS Apple supplies with Tiger. The cupsd.conf that comes with version 1.2.x is most likely different. You will have to do some comparison and interpretation.

EDIT: Don't forget to recycle the cupsd whenever you make a change to the configuration file.

    I recommend checking your  prompts and alerts to turn this feature off. This may be you "Call Connect" or "Readout" alerts. Listed below are steps to update this feature. 
    With the flip open, press the Voice Command Key (on the left side of the phone).The Voice Commands feature has several settings which allow you to customize how you want to use it. Access Voice Commands, then press the Right Soft Key[Settings]. Your choices are below:
    -Confirm Choices--- Automatic/Always Confirm/ Never Confirm
    -Sensitivity--- Control the sensitivity as More Sensitive/ Automatic/Less Sensitive
    -Adapt Voice ---If the phone often asks you to repeat voice command,train the phone to recognize your voice patterns.Train Words/ Train Digits
    Prompts ---Mode/ Audio Playback/Timeout

    Maybe we shouldn't have to? It seems like a very simple setting to include that allows us to silence alerts while on a call. No other phone has ever blasted my text tone in my ear when I'm talking to someone. And there's no way to silence it once it starts, I had to listen to a 10 second text tone after telling the person to hold on today. Pretty stupid that this tiny feature was overlooked when they released the iphone 4, it was available on the 3. It's become so irritating that I'm considering returning my phone and going droid.

    I'm asking, in all seriousness, why do you think your mother needs an iPhone? Honestly, if your mother is, as you described her, a technophobe, I would recommend against getting an iPhone or any other smartphone. I've spent a fair bit of time teaching older folks to use smartphones. If they are interested in learning, it's fine. If they have the phone because their kids or grandkids thought it was a good idea but they are afraid of the phone or not interested in its features, it doesn't go well at all.
    Many basic phones have voice dialing. Obviously, it doesn't do all the things Siri does but it may be much less intimidating for your mom. Also, basic phones have hardware keys. Even someone with limited vision can learn the keyboard on such a phone. From the sound of your first post, all she will be doing is making phone calls.

    Yea,I found that but it also kill voicemail which does not make sense as it should still have all phone funtions(which I would think incloud VM access)but VM needs cell data to work, so I can get & make calls and know when i've missed one but need to turn on data to get or check messages.stupid program!     Yeah, I do see your point. I personally feel perfectly safe using my iPhone wherever I go however I would consider that my usage is a lot less than the average user. I've had the phone for a year and have only made a total of 5 hours worth of calls and have only taken it out of my city one or twice. So for me I don't see any privacy concerns.
    From reading the privacy statement though it seems that Apple are adamant that the collection of the geographical data etc is 99% personal information free. They use the term "non-personal information" and for that 1% where someone's personal information does somehow become mingled with their geographical location/movements etc Apple state that this information would be handled as though it was your credit card details or your social security number etc until such time as it's no longer combined.
    "If we do combine non-personal information with personal information the combined information will be treated as personal information for as long as it remains combined."
    But, I do agree with the fact that Apple really should have made us more aware of this. Instead we have found out through scientists and their research... that, coupled with the fact that no other smartphone collects this information hasn't helped either.
    I will continue to use my iPhone as normal though... I am personally confident in Apple's commitment to privacy. I know not all share this view and that's fine. We all have our own perceptions of the implications of technology...
    To answer your question about rolling back your software though that can be done. Might be a bit of a headache though and I'm not the best person to help with that. I'm sure there's some good information here though. Good luck!
