Can't update or install Itunes In Widows 7

I have tried to update my Itunes and keep getting an error 7 (Windows error code 127).  I have tried Uninstalling all Apples Itunes and Icloud in the uninstall portion of Control Panel and deleting all files related to the Itunes (64bit) version and reinstalling Itunes and the results seem to alway be the same with these two error?
Suggestions?

    Have old "original iPod" used iTunes for years. Recently offered updates would abort installation with error message. Decided to download iTunes 9.0.2 and install fresh. Wouldn't install unless existing (9.0.1?) was uninstalled. Uninstalled 9.0.1, still will not install 9.0.2. Found iPod manager program, WIN uninstall fails to uninstall this, says it's uninstalled but it's still there. Finally deleted program file (probably a mistake). iTunes 9.0.2 set-up still sees iPod mgr pgm and refuses to install. Now I have NO iTunes.
    Any suggestions? I'm fairly conversant with my computer, but extremely reluctant to go into registry.

    Try downloading and installing the Windows Installer CleanUp utility from Microsoft:

    Now run the utility ("Start > All Programs > Windows Install Clean Up"). In the list of programs that appears in CleanUp, can you see an entry for the iPod manager program? If so, select that entry and click "Remove".
    Quit out of CleanUp, restart the PC, and try another iTunes install. Does it go through properly this time?

    I read the responses about downloading the windows installer cleanup utility, but that is no longer available on microsoft's website.
    Unfortunately, this sort of trouble has gotten more complicated to deal with ever since Microsoft pulled the Windows Installer CleanUp utility from their Download Center on June 25. First we have to find a copy of the utility.
    Let's try Googling. (Best not to use Bing, I think.) Look for a working download site for at least version 3.0 of the Windows Installer CleanUp utility. (The results from mydigitallife and Major Geeks are worth checking.)
    After downloading the utility installer file (msicuu2.exe), scan the file for malware, just in case. (I use the free version of Malwarebytes AntiMalware to do single-file scans for that.)
    If the file is clean, to install the utility, doubleclick the msicuu2.exe file you've downloaded.
    Now run the utility ("Start > All Programs > Windows Install Clean Up"). In the list of programs that appears in CleanUp, select any iTunes entries and click "Remove".
    Restart the PC, and try another iTunes install. Does it go through properly this time?

    Relocate iOS device backups
    Assuming you're running Windows Vista or later you can use the following steps:
    Open a command prompt by hitting the start button and typing CMD<Enter> in the search box that opens up.
    To move the current backup folder from C: to D: type in this command (on one line) and press <Enter>
    Move "C:\Users\<User>\AppData\Roaming\Apple Computer\MobileSync\Backup" "D:\Backup"
    Where <User> is your Windows user name.
    To make iTunes look for the data in the new location type in this command (on one line) and press <Enter>
    MkLink /J "C:\Users\<User>\AppData\Roaming\Apple Computer\MobileSync\Backup" "D:\Backup"
    If your target drive has a different letter or you already have a folder called "Backup" then edit "D:\Backup" accordingly in both commands.
    In some cases (perhaps depending on what builds of iTunes were installed in the past) it seems the folder is in the \Local\ branch of AppData rather than \Roaming\ in which case edit to suit.
    If you're still running Windows XP you can use Junction (cmd line tool) or NTFSLink (shell ext). In both cases you move the existing folder to a new location, create an empty folder where the old one used to be, then use the tools to get the operating system to link the two together and silently redirect any file operation on the old location through to the new one.
    Note that while this method works for iOS device backups it cannot be used to redirect sections of the media library.
    If your iTunes library is on the C:\ drive with the media folder held elsewhere then see also make a split library portable.

    You are doing all that you cn do right now other than to update the apps in iTunes on your computer and sync them to the iPad.
    There has been a problem with the App Store updates tab for a few days now and we are all waiting for Apple to fix it.
    Look at all of the discussions on the iPad forum that are talking about this right now.

    I would need clarification on what exact issue you are experiencing and any errors when attempting to update applications to provide a better answer.  However, try updating applications individually.  This could be a capacity limitation when updating all at once.  Also, try restarting the device.  If these steps do not resolve the issue, try the remaining steps in the article below.
    Troubleshoot issues on an iPhone, iPad, or iPod touch
    If you haven't been able to connect to the iTunes Store:
    Make sure your date, time, and time zone are correct in Settings > General > Date & Time.
    Note: Time Zone may list another city in your time zone.
    Make sure that your iOS software is up to date by tapping Settings > General > Software Update(iOS 5 or later) or connecting your iOS device to iTunes and clickingCheck for Update on your device's Summary page.
    Check and verify that you're in range of a Wi-Fi router or base station. If you're on a device with cellular service, make sure that cellular data is turned on from Settings > General > Cellular.
    Note: If connected to cellular data, larger items may not download. You may need to connect to Wi-Fi to download apps, videos, and podcasts.
    Make sure that you have an active Internet connection. You can check the user guide for your device for help with connecting to the Internet.

    You can't download the individual .msi files, but they can be extracted from the setup.exe files if required.

    RecBoot: Easy Way to Put iPhone into Recovery Mode
    If necessary:
    Download QTMLClient.dll & iTunesMobileDevice.dll for RecBoot
    For MAC or PC
    The Firmware Umbrella - TinyUmbrella
    - If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
    - Try on another computer
    - If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

    Hi, I'm having a similar issue updating apps. My phone is currently stating there are 4 updates available, but when I open the App Store and go to the updates tab, nothing appears. Just a blank screen.
    I have tried updating on different wifi networks, restoring the phone from a backup, signing out &amp; in to the App Store again, but it still won't download updates. As it stands the only way I can update is via pc (I haven't tried this yet but sure it will work.....).
    I have seen various posts on the forums with the same or similar problems, but ALL suggestions on these have failed as well.
    Any ideas would've appreciated.

    iTunes needs an internet connection to download the update if it has not already. Then it needs to verify the update with Apple servers prior to installation.
    So in short, no, you do need at least some form of internet access to update.
