Can't upgrade because of "prior debt" hold from 4 YEARS AGO.

I am at my last straw concerning Verizon Financial Services.
I am due for an upgrade on my line from my family plan. I went to five different Verizon stores and tried to get my phone upgraded with no success because of a "prior debt" hold on my account.
First, I talked to customer care, then I was forwarded to "Financial Services". Alice from that department told me that the RELEASE from that account was not updated and this would all be RESOLVED. She promised to call me at 5PM, but there was no call. I visited several Verizon stores and after visiting the last one; I was told to wait 24 HOURS for their "system" to get "updated", whatever that means.
This prior debt was for $81.72 but FINANCIAL SERVICES could not even clearly explain what this charge was for. This charge was from November 2009.
Why would they bring this up now? My mother on my family plan had no problem upgrading earlier this year. If we really had unresolved debt from 2009; does it not make sense to inform us sooner and get THEIR (FINANCIAL SERVICES) money?
Why wait now? Is it because I am upgrading to an Iphone 5S? Does Verizon really have to stoop this low and prevent people from buying phones?
Why would it take so long to update a release on a bill?
If this is not resolved within 24 hours. I WILL terminate my contract contact my lawyer.

No I did not go in for the Edge upgrade. I went in for a regular discounted upgrade on one of my lines and now I have been on hold for the past 2 hours trying to get these ****** to let me upgrade.
I do not even have a phone with me because it was stolen.

    The following has only transpired recently. It concerns Windows 7 and my C6380 All-In-One.
    It appears to be a registry issue. I am experienced and have tried even more than that listed below.
    On launching the "HP Solution Centre", I receive the following error message:-
    “Hpqdirec.exe – System error.  
    The program can’t start because ATL90.DLL is missing from your computer. Try reinstalling the program to fix this problem."
    Are you able to advise on how I can resolve this issue. Clearly, I want to avoid a complete clean install of my PC.
     What I have tried
    - Complete Install, Reboot, Install of the HP Software
    - Restore points
    - Running virus scanners
    - Windows "Start-up Repair"
    , - Running RegZooka

    I can think of a couple of possibilities here.
    One, if this was an upgrade from XP or Vista, then it is possible that the file is just not there in the operating system. Or if some other uninstallation removed it unknowingly. Not likely but possible.
    More likely, some sort of security software (firewall/antivirus/malware) blocked part of the installation. This could result in missing HP items and/or missing linkage to operating system necessities. You might try reinstalling with the security software disabled or off completely. At the minimum, with options to allow the HP installation full access during the install.

    This happened to me today as well post installing the latest version of itunes.   I did a search on google for the error and came across a recommendation to :
    Note: Start Windows in Safe Mode to complete any of the following steps if you're unable to access Windows normally due to the msvcr80.dll error.
    If, and only if, you're receiving the msvcr80.dll is missing error when you open Apple iTunes, do the following: (skip this step if your msvcr80.dll error is occurring with a different program)
    Uninstall from Windows the following five programs in this order: iTunes, Apple Software Update, Apple Mobile Device Support, Bonjour, and finally Apple Application Support. If you have iCloud, remove it as well.
    Uninstalling these programs in Windows is done from an applet in Control Panel called Programs & Features (in Windows 8, 7, or Vista) or Add or Remove Programs (in Windows XP).
    Note: Songs and playlists in iTunes will not be removed when you uninstall the iTunes program or any of the other, already-mentioned Apple programs. If you'd still like to back them up, they're usually located in the My Music folder in Windows.
    Download the latest version of iTunes from Appleand note the location you're saving it to so you can find it once it's done.
    Run the iTunes installation as an administrator. If you're not sure how to do that, see How Do I Open an Elevated Command Prompt? for help. That procedure shows you how to open the Command Prompt program as an administrator, but the steps are essentially the same for anything, including the iTunes installation package you just downloaded.
    A general overview of removing and reinstalling iTunes can also be found here on Apple's site but the above procedure seems to work better in this particular situation.

    That one applies for certain launch errors that can occur when iTunes has otherwise installed successfully. I've addressed the same issue in the first box of my tip.
    What would be interesting to know is if Aswim does indeed have QTMovieWin.dll in their Program Files\iTunes folder, and if removing it allows iTunes to launch? It would seem that different error messages may be thrown up by different versions of the file on different versions of the OS. Perhaps many more people have been doing a complete rebuild than needed to.

    Go to Control Panel > Add or Remove Programs (Win XP) or Programs and Features (later)
    Remove all of these items in the following order:
    iTunes
    Apple Software Update
    Apple Mobile Device Support (if this won't uninstall move on to the next item)
    Bonjour
    Apple Application Support
    Reboot, download iTunes, then reinstall, either using an account with administrative rights, or right-clicking the downloaded installer and selecting Run as Administrator.
    The uninstall and reinstall process will preserve your iTunes library and settings, but ideally you would back up the library and your other important personal documents and data on a regular basis. See this user tip for a suggested technique.
    Please note:
    Some users may need to follow all the steps in whichever of the following support documents applies to their system. These include some additional manual file and folder deletions not mentioned above.

    After downloading the new Itunes update, my compter now shows error: "The program can't start because MSVCR80.dll is missing from your computer". I follwed the Apple fix / steps but it did not correct it. Also, after the update my disk drive is not recognized on my computer. If I load a CD, I cannot even access it.

    The steps in the second box are a guide to removing everything related to iTunes (similar to the advice above) and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down page in case one of them applies. E.g. TS2308: iTunes for Windows: Optical drive is no longer recognized, or "Disc burner or software not found" alert after install.
    Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.

    Contact Apple through iTunes Store Support, and explain that you have forgotten your 3 security questions, that you can reset your password, but doing so doesn't reset your security questions.
    Remember, support will receive hundreds, if not thousands of requests per day, some from people trying it on, others with little explanation and others that are written extremely poorly. Take the time to explain your situation properly, be precise and concise, brief but comprehensive.
