Can't upgrade lightroom 1.3 outside USA

Hello all -
I have a question regarding upgrading Lightroom 1.3 to 3.3 outside of the USA
I have a licenced lightroom 1.3 version and I want to upgrade to 3.3
Adobe site don't let me upgrade since my Adobe user account was opened from Israel.
(BTW - I really am from Israel :-)
This account was used by me to buy and download Lightroom 1.3 and now from some reason Adobe
wont let me pay them 99$ and upgrade to Lightroom 3.3
I opened a Chat with Adobe customer support representattive and he told me that I must buy Lightroom 3.3
from the Israeli resellers.
I talked with the Israely resellers - They want 125$ without tax (which is 17%) and they tell me I might have to buy
also the installation CD which cost another 20$.
So in total I have to pay ~170$ instead of 99$.
Why Adobe Why ???
I really wanted to pay 100$ to Adobe but now I feel cheated.
Is there any explanation for this extra cost to the poor unhappy people living ouside the USA (and Canada and Mexico) ???
Any answer will be apreciated.
I hope an Adobe person sees this and answer also.

You should contact Adobe marketing directly as this is a user forum and it is very unlikely that anybody from Adobe marketing ever visits here.
You wouldn't need to by an instillation disk if buying from Adobe, just download the software from Adobe, install it (the link is on the top of this page to LR 3.3). You can then use it for 30 days. Once you have a valid upgrade serial number, from either a reseller or from Adobe directly, you enter it and you are away.
You have to pay the price set in the various areas you live in. In Europe we pay the European price and cannot buy from the USA, I assum the same applies to Israel. In the past that has meant paying more than the USA, presently the price (before our taxes) is actually lower than the USA price.

Which operating system are you running?
Given the (old) age of the version numbers you're quoting, it's possible that your operating system may be too old to run Lightroom 5 or 6.

I purchased an upgrade of lightroom 5 to lightroom 6.
I downloaded the image of lightroom 6 from adobe.com
When I run the installation manager of lightroom 6, it tells me that it does not see any software that would legitimate the installation of the upgrade of lightroom 6.
But I have installed lightroom 5 on my mac, it is running version 5.7.
I do not find my serial number of lightroom 5 and it is not in my account in adobe.com.
How do I complete the installation of lightroom 6 on my mac ? This is very frustrating...

Can I open Lightroom without upgrading my catalog?

Unfortunately I'm not sure how to do a screen capture, so I'll try to type what I'm seeing.
When I click on the LIghtroom icon, I get a message box that says "Please upgrade the catalog file "Lightroom Catalog 3" for use with Lightroom 3. It continues "Lightroom will create a new catalog file in the destination indicated below. The previews will also be moved to the location and converted for use in Lightroom 3" Upgrade destination C:/Documents and Settings/...../Lightroom 3 Catalog-7.lrcat
There is a button to choose a different catalog, upgrade or exit.
When I open the button to change catalogs, it gives me one option, but when I click on it, I go back to the "Lightroom will create a new catalog"
My concern with upgrading is that I've a workflow for the catalog that's at C:/Documents and Settings/..../Lightroom 3 Catalog-5.lrcat Earlier today, I clicked on the dialog that resulted in a catalog at Lightroom Catalog-6.lrcat, but when I opened it, I'd lost all the listings for the Free Agent drive (usually G:/ where I do my daily uploads. I could still see the external hard drive (E:) where I save edited work, but it indicated that I would have to locate all of the folders I'd created on the E: drive. I saw only the default collections on the left hand side -- (smart collections, last month, etc.).
I finally was able to get back to Lightroom 3 Catalog-5, which had all the work, but I'm not sure how to recover all my collections and folders if I Lightroom creates a new catalog at a destination that has a different number. The problem is that now I can't seem to open Lightroom 3 at all -- when I click on Change, I don't see my catalog 5 in the default folder. I know I found it once before, and it became an option on the pulldown menu. But I don't want to have to keep finding it on the drive where I store it so I can keep my indexing and folder and catalog organization.
Lightroom 3 Catalog 5.lrcat works fine for me. My default for backing up is whenever I close the program, so I'm confident in it's integrity. How can I open Lightroom with the catalog that works for me --without getting messages that seem to force me to do an upgrade I don't want to do.

think I've tried to reconstruct my left side panel with earlier
Lightroom 3 Catalog x versions. I don't have all the collections and
folders I had with my Lightroom 2 catalog. That catalog seemed to
have been corrupt when I moved to Lightroom 3. I don't recall how I did
it, but I guess I imported the photos and tried to start over with my
collections.

If you use the organizer, you need to buy the boxed version of PSE 12. You can usually find it at big box stores and online retailers for less than adobe's upgrade price, if you shop around. You need the boxed version because you get a serial number that works on both platforms, and you will need to install PSE 12 in windows first, upgrade your catalog, then make a full backup to a removable drive and restore from that to the mac, after installing PSE 12 there.
If you don't use organizer, it doesn't matter.

I know it's a bit late to respond, but wanted to tell you what I think of Adobe's support.
I have bought numerous Adobe products over the years and would have expected a bit more accommodation when wanting to upgrade. It was not that I'm unwilling to pay the princely sums you ask for your programs, but you could at least give loyal customers some consideration, say a 10% or 15% discount to "upgrade." Well, since you don't, won't, and will not even consider it, I will never purchase another Adobe product!
I know I'm only a very small drop in the bucket, but I do plan to tell my friends, and they'll probably tell their friends, and so it goes. You'll probably never even notice it, but I hope that you remember that you have got to treat your customers right and honorably, no matter how little they spend!

Yes, you can.
Installation software for Lightroom for Windows normally comes with both a 32 bit and a 64 bit installer packet. This means you can also, without upgrading install the 3.6 64 Bit version.
