You can try, but a number of users have reported that debit cards are no longer accepted. I advise against using a debit cards, though since if your iTunes Store account was to be compromised, your bank account could be quickly exhausted and many banks provide less protection for unauthorized debit card transactions than are provided for credit cards.

The devices are not registered in Malta as such, it's your Apple ID that is registered in a country other than France, namely Malta. You can only use gift cards from France when your iTunes Store account is registered for use in France. That requires a credit card issued to a French bank and billed to an address in France. I'm afraid there's nothing you can do with the card other than find a user in France who would like it.
The iTunes Store in a country is intended only for use by that country's residents, and only while they are in the country. To use the iTunes Store in a country you need a credit card (or other card type if acceptable in a country) issued in that country, billed to an address in that country, and also be physically present in that country when using the store. You are also restricted to waiting 90 days between country changes.
E.g., "The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations. I brought an I-tunes card so i can buy game credit. When i click to buy it asks for credit details and my itunes card isn't there. I can download games from my pc from itunes to my ipod but that is not the reason i brought. please help me

I don't think that debit cards are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined. You could try contacting iTunes support but I don't think that you will be able to use it : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
If you don't have a credit card then are iTunes gift cards available in your country ? They are not available in all countries and they are country-specific (they can only be used in their country of issue), so you won't be able to use those from another country.

You can, if you have a balance on your account and it covers the amount of the IAP that you want to buy then it should be automatically used for the purchase - if it doesn't cover the IAP price then any remainder will be charged to your credit card.

The prices in the US store are in dollars - as you are paying INR - there is a conversion taking place somewhere and it is somewhat logical to believe that it is on the end of the bank card since Apple is not in the currency business (tho they know how to generate a lot of it!)

You can try contacting the iTunes Store and asking if there is any way to use your card, but they probably will tell you that it's not possible.

Using a debit card in any online service where it stores your card is a bad idea in any case since if someone gains access to your account in the service, they can quickly drain your bank account. Credit cards limit your liability, as do prepaid iTunes cards.

You will need to set up an account in the US iTunes Store to use that card, for which you will need a valid US mailing address. Note that the Terms of Use for the iTunes Store state that you will not attempt to use the US iTunes Store from any other country, so you will not be able to buy new items or re-download previously purchased ones from the US without violating those terms. So you may want to reconsider your purchase and perhaps return the iTunes card or sell it to someone who lives in the US.
