Can't use iCloud on MacBook

I am having lots of trouble with my Macbook, specifically surrounding iCloud.
Every time that I log into my macbook it sends me through the prompts as if I am setting up the computer for the first time.  It asks for my apple ID and password and all the terms and such to agree to.
Under Preferences>iCloud, my account is there but it says "enter your password to continue using iCloud"
When I enter my password correctly, it seems to work.  The pop up window disappears as if it was successful, BUT it goes back to the same screen asking for me to enter my password.  No error message is shown.
None of the applications requiring iCloud work after trying this.
So, after research, I tried the simple sign out and sign back in...Now, when I try to sign in by entering my apple ID and password, it says "You can’t sign in at this time. Try signing in again."
If I restart my computer, I again get the set up prompts and "sign into" my iCloud.  This brings me back to the "enter your password" message in preferences.
I know for sure that I am entering everything correctly.  I can log in through the website and on my other devices fine.  So it is not a username/password issue.
I have tried deleting the iCloud folder at: Users>Your Username>Library>Application Support>iCloud
I tried to delete the 'Networkinterfaces.plist' file at Macintosh HD>library>preferences>system configuration and restarting.
I have been having these issues for months.  I recently updated to Yosemite hoping it would somehow fix the problem but it obviously hasn't.

I have a similar problem after upgrading to Yosemity. I get the message that it can not open the iCloud ; It gives the option to sign out of iCloud but I have not tried to sign out and then sign in again . Yosemity corrected my malfunctioning Safari browser

    So far Apple has not upgraded the other Mac OS X versions to iCloud.  She can manually enter information to be synced in the cloud but that is really tedious.

I use an imac at home but use my macbook pro away from home. everything is duplicated but find it a pain consolidating and have forgotten sometimes to updat a project on 1 machine or the other. iCloud seems a great way of doing what i want where ever I want

    Logic isn't compatible with iCloud, so you have to save files on both computers

    The requirements for Lion are
    Mac computer with an Intel Core 2 Duo, Core i3, Core i5, Core i7, or Xeon processor
    2GB of memory
    OS X v10.6.6 or later (v10.6.8 recommended)
    7GB of available space
    If your Mac complies with that you can buy it by ringing the Online Store at the number given at bottom left of this page.

    Yes I know, but I want it to be used as external storage, not something where I store copies of stuff that I have already on my macbook
    But iCloud Drive is not an external storage. It is a common storage that is synced and shared between all connected devices, and it is always available, even when you are not connected to the internet.
    What you want to do is not possible with iCloud Drive.

    Yes. You can't update or restore any GSM iPhone without a valid sim card installed in the phone. The sim card need not be activated, but it must be valid & present. If you want to update, you need to get a sim card.

    If your country code does not appear in the list…
    Go to System Preferences > iCloud > Keychain and enter your Apple ID password (Settings > iCloud > Keychain, from a mobile device)
    Select the ‘Create Different Code’ option. (Mobile devices only)
    Select the advanced option and choose whether to create a random code or no code, selecting the later allows syncing across devices but not with Apple’s servers.

    I have some photo's on an ipad 2 that were put on there through syncing on iTunes,  I would like them to be placed on my new ipad. I understand that I can't use iCloud ?  Just to point out u no longer own the desk top pc from where I synced the original photos.  Hope this make sense!?

    First import the photos to a computer's itunes, then sync them to the other device.

    I have a desktop that operates using with Vista.
    I downloaded 10.5 and sought to sync my two iphones and two ipads with the desktop in order to use ICloud. However I got warning messages that if I synced with this computer that had none of my extensive library of apps, music, podcasts, etc. would be on it, I would lose it all.
    I did authorize the computer. I knew enough to do that but am terrified that I will lose everything that I have accumulated and still won't be able to use ICloud.
    Isn't there a way to do this? Shift my library FROM my devices to the desktop?

    This is a tedious solution, which is stupid!  And some users report an inability to reauthorize a computer after an "en masse” deauthorization.  I can’t believe Apple doesn’t provide a list or menu to find out which computers you’ve authorized! Obviously, APPLE knows (or else they couldn’t tell us how many computers we have authorized)--so why can’t they give us access to that information about our own computers??!!!
    And for an already-authorized computer with a hard drive that’s since been replaced and upgraded from Mavericks to Yosemite, would it be recognized as a “new computer” and require authorization? Would its previous incarnation (i.e., with the old hard drive and OS) be considered a separate computer? Some users report they can’t authorize a computer after an OS upgrade because of that. Can’t believe we have to do such a bass-ackwards kludge!

    Your data will remain in iCloud, and can still be accessed from your PC, even if you no longer have your iPhone.  Just be sure not to delete the data from your phone while it is still signed into your account, or it will also be deleted from iCloud.  Instead, if you are turning in the phone, follow the instructions here: http://support.apple.com/kb/HT5661.  Before doing so, if you want to save your photos, save any photo stream photos to your camera roll, then import them to your computer as explained here: http://support.apple.com/kb/HT4083.
    Also, Apple will delete any iCloud backups after 180 days of inactivity.  If you're planning on replacing it with another iPhone, you'll want to do so before your backup is deleted.

    What do you mean by "apple ID"?  There's an ID you can use at the iTunes store to buy songs, apps, etc.  there's an ID you can use for your iCloud account - the two can be different or the same. So which service are you referring to when you talk about an apple ID?

    You can only create iCloud account on an iOS device (iPhone, iPad or iPod Touch) running iOS 5 or higher, or on a Mac running OS X Lion (10.7.5) or higher.  After creating your account on one of these devices you will then be able to sign into the account using your iCloud ID on your PC.
