You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.
If none of the above work for you, then:
Follow these steps to place your iOS device into recovery mode. If your iOS device is already in recovery mode, you can proceed immediately to step 6.
   1. Disconnect the USB cable from the iPhone, iPad, or iPod touch, but leave the
       other end of the cable connected to your computer's USB port.
   2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds
       until the red slider appears, then slide the slider. Wait for the device to turn off.
              * If you cannot turn off the device using the slider, press and hold the
                Sleep/Wake and Home buttons at the same time. When the device turns off,
                release the Sleep/Wake and Home buttons.
  3. While pressing and holding the Home button, reconnect the USB cable to the
       device. The device should turn on. Note: If you see the battery charge warning,
       let the device charge for at least ten minutes to ensure that the battery has some
       charge, and then start with step 2 again.
  4. Continue holding the Home button until you see the "Connect to iTunes" screen.
       When this screen appears you can release the Home button:

    It sound like  are asking about simply passcode unlocking, not carrier unlocking.
    If you have forgotten your passcode, then you will need to restore and you will lose everything that you have failed to store on your computer.
    Apple, nor your carrier can do anything about this.

    Yep.
    You need iTunes 11.1 or higher. Then follow the directions here to force the phone into recovery mode & restore it:

    If you want, you can also use this computer to login to iCloud.com, locate the phone, then erase it. This will also remove the passcode.

    Only the provider can unlock the phone and pass the unlock info to Apple. This info will be added to a database and you'll be able to use another SIM when you connect to iTunes after you have been notified that the phone is now unlocked.

    I don't believe they were looking for a trade in, they are due for a subsidized Verizon upgrade. I think the bringing the iPhone 4 was for setting it up and transferring as Verizon does not require you to swap your previous phone for an upgrade.

    Sure-glad to help you. You will not lose any data by changing synching to MacBook Pro from imac. You have set up Time Machine, right? that's how you'd do your backup, so I was told, and how I do my backup on my mac.  You should be able to set a password for it. Save it.  Your stuff should be saved there. So if you want to make your MacBook Pro your primary computer,  I suppose,  back up your stuff with Time machine, turn off Time machine on the iMac, turn it on on the new MacBook Pro, select the hard drive in your Time Capsule, enter your password, and do a backup from there. It might work, and it might take a while, but it should go. As for clogging the hard drive, I can't say. Depends how much stuff you have, and the hard drive's capacity.  As for moving syncing from your iMac to your macbook pro, should be the same. Your phone uses iTunes to sync and so that data should be in the cloud. You can move your iTunes Library to your new Macbook pro

    and re-authorize your new macBook Pro
    time machine is an application, and should be found in the Applications folder. it is built in to OS X, so there is nothing else to buy. double click on it, get it going, choose the Hard drive in your Time capsule/Airport as your backup Time Machine  and go for it.  You should see a circle with an arrow on the top right hand of your screen (the Desktop), next to the bluetooth icon, and just after the wifi and eject key (looks sorta like a clock face). This will do automatic backups  of your stuff.

    It could, but all authorized dealers are required to report the sale date and serial number to Apple. That's how Apple knows when a device was sold to set the warranty date; the warranty starts on the day the authorized dealer sells the device to the user, not when the dealer receives the device from Apple.
    How would they know his serial number from his device without registering it because I know all the serial numbers show up on my devices but like I said how would the serial number prove that he didn't purchase the device 6 months - 1 year after it left the warehouse or place of purchase.

    They may, though usually they don't. But again, the user is not required to register the device with Apple to validate the warranty. In fact, in many countries it is illegal for any manufacturer to require registration before a warranty is honored. The proof of purchase is all that would ever be needed, and again if the device is take directly to Apple that's almost never required.

    Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

    If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes should say it found an iPod in recovery mode.
    The previous owner still has to remove the device from their account in order for you to activate the iPod.

    I'm hoping I have some options that I can leverage.
    The story goes like this:
    - I went to the Apple Store in Palo Alto as I was visiting
    - I wanted to purchase the iPhone 6 with the intent of using it in Australia
    - I spoke with the staff and they told me that I should purchase the device full price and they pointed me to a model on their product list as well that would work far east / Australia
    - I proceeded to make the iPhone 6 purchase at full price
    - When I reached back in Australia, to my dismay, it turned out that the phone refused to support 4G LTE because of incompatible frequencies. I was told by folks locally that the model I was told to purchase was the wrong one for the market (A1549) !!
    Two questions:
    - Aren't the Apple store folks supposed to know the difference between the models particularly as I'd specifically requested for it?
    - Is there absolutely any recourse for me (now that the phone and I are both in Australia) ?

    There is no guarantee that any US iPhone will get 4G/LTE in any other country but it should work on 3G. You also have no warranty with that phone. The only unlocked iPhone currently sold at the Apple Store is the T-Mobile model although the Verizon model is also unlocked.
    To get a model for the Australian market that works on 4G/LTE you should purchase the model A1549 in Australia. If you purchased your iPhone from the US in the past 30 days you can return to the states and return it.

Can they also tell me the carrier of the phone? He states that it is from T-Mobile, but I still want to check.

    If you call Apple with the serial number they can tell you the carrier it is locked to. You can also check the warranty status at: Apple - Support - Check Your Service and Support Coverage and see if it is Activation Locked (a theft deterrent feature) at https://www.icloud.com/activationlock/.
    However, if you don't trust the friend perhaps you shouldn't buy it. And reconsider if they really are a friend.

    You are paying for a refurbished unit which is supposed to be same as the one you have. It won't hurt to ask about the change in color, but that would be entirely at the description of the Apple rep, so ask nicely.
