Can the iPhone Finder app work for an iPad if I didn't enable 3G

I have an iPad that has 3G, although I didn't activate it. I did, however, install and activate the iPhone finder on it.
My question: Now that I left in in a seat-back on a plane, can I send a "message" to it, even though the 3G isn't active?

Even worse, chances are it was in airplane mode, so there's truly no way to locate it. That really, really *****... It does make sense, but it *****.
And, Apple won't track if somebody else re-registers that serial number. I don't understand why not. The only way it'll get caught is if somebody brings it in for repair. It should be a simple task to alert the owner of a serial number if somebody else registers that same serial number... I've filed a police report with the Sacramento County Sheriff, but don't think that'll really help out.
So to the person who cleaned that plane that took it without turning it in, or the person on the next flight who found it and didn't turn it in, I CURSE you with hardware problems on all your electronic devices for the rest of your life...

When logging on from a client mounting their home directory over the network, the Messages app can send messages fine, but does not receive messages. I've got messages server running on Mountain Lion Server (fresh install) and both 10.7.4 and 10.8.0 clients are able to message each other, the 10.7.4 clients are network home users but I was forced to change the 10.8 user to a mobile home account because everytime they opened Mail all there contacts would get deleted.
Assuming your client are on 10.8 you have probably found another network home bug, consider switching to mobile homes until it is fixed

Or are you just trying keep track of a group of phones in a general sense? I believe there is a Friends app (can't remember the name) which lets "friends" permit other friends to send a request to a phone to let the phone show where it is located.
Sometimes it helps to put this kind of question in more context because rather than getting just an answer to your question you may get a solution to the issue.

IF he set up find my ip[hone on the ihone itself BEFORE it was stolen ( there is no app, it is a setting) AND it is on AND it has jot been restored, then you may be able to track it using icloud/find my iphone.
Otherwise, there is no way to track it.

My work schedule is a four days on in a row(14hrs per day), then four days off. This will repeat for the whole year.

Some calendars will support repeats for specified days in a week from one event, but that's handling multiple weekly events and your requirement is for repeats on an 8 day cycle. The only way I know how to set up that kind of schedule is to schedule the first 4 days individually with an 8 day repeat on each individual entry. For that your calendar needs to support configureable repeats. If the Google calendar does, it's easy but it does mean you have to create 4 repeating events, one for each of your 4 working days.
The iPhone app can't do this, but it will pick up such schedules from whatever calendar it syncs with if that calendar supports that kind of repeat.
So check if Google lets you repeat events on a cycle of every x number of days. If so, create an event on each of March 32, April 1, 2, and 3 and set each to repeat every 8 days. Specify your end date separately each time—that can be the same day, such as December 31, for each event if you're doing a single calendar year—and simply sync with your iPhone.
Creating 4 separate events takes time but you may be able to reduce that by copying the first event to subsequent days. You'll need to do that 3 times, once for each of the other 3 days, but doing that is likely to be quicker than creating new events on each day.
If Google calendar doesn't allow that kind of repeat cycle, it's a matter of finding a desktop calendar that you can sync with the iPhone which does allow it. I know iCal on my Mac does but I'm unfamiliar with the Windows options.

When you purchase content in the app store, you purchase a license to use the content. This license does not permit you or anyone else to resell or give this content away. The individual you purchased the phone from simply does not have the right to sell or give away any purchased content on the phone. You were deceived.

I have more music than that and more apps, and I have a 32GB model with about 15GB free, so I would suggest the 32GB.

Oh my gosh I had the EXACT same problem, and for ages I couldn't figure out how to fix it until today. Here's what I did:
First I went onto my computer, opened itunes, and un-installed tumblr, vine and kik. These were the apps I was having problems with (it said I had them on my phone but, like you, they didn't show).
Then I went to the itunes store, searched for each one, and it said I could update them so I did (just FYI: for tumblr a window popped up saying "please click ok to confirm you are 17 years or older", so I did that also)
When I went back to my phone and tried installing them again (still on my computer), it worked!

Did anything happen to prior to your phone acting this way? It sounds like your screen is dead, but it is hard to say without knowing what what the cause.
1) was this a gradual problem? Did the phone screen start dimming a couple months ago and now has degraded or after some event (known or unknown to you), the phone started behaving this way.
2) Can you give more specifics on the problem? You said you have a black screen, but also you can see what you're doing on screen. Is the screen just really dim? Is the screen completely black? Does anything else besides attempting to reset the device cause it to flash white?

If you didn't enable the Find My iPhone function, then you can't track the iPhone. But it sounds like you did have it turned on, if you're seeing that it's listed in the Find My iPhone app or on icloud.com. But are you sure it's the same device? If you had a previous iPhone, and the name of both iPhones was the same, it would make it difficult to know which phone was which, even if they both were listed.
In any event, an offline device is not trackable. It could be offline because A) it has no power or B) it is not connected to the internet via cellular data or wi-fi.
Until it comes back online (and it may never), then it cannot be remotely tracked.
