Can user still submit completed Acrobat form if they do not use MS Outlook or MacMail?

Users who submit completed forms via MS Outlook or Apple MacMail are able to successfully submit forms.  When a user attempts to submit without these e-mail client softwares, they get a message "Acrobat cannot connect to the server, but will automatically submit your form once the server is online.  You can check Tracker for the status of this submission." 
Is there an alternative configuration to let these users without e-mail client software still upload to the Acrobat Response File?  Please advise and thanks!

Submitting to a server-side script, such as PHP or ASP.net will bypass client-side email software.
