The warranty for an iPod is international (that is not the case for an iPhone). Thus, you can have ti serviced/exchanged in India.

In Settings>iCloud you can turn on Find My iPhone service. If you hadn't done that, then there's no way to track its location. When you connect to the PC, what do you see on the iPod Screen?
If nothing is on the screen, after 30 minutes of plugging to the PC, try, another USB port
if still nothin on the iPod screen, take out the earlphone jack, and look inside, do you see any red color?
If it is pinkish or red, then the iPod has gone for a swim somewhere and has drowned.

Sorry. There's nothing anyone can do. The current version of the facebook app will not run on 4.2.1. The iPhone 3G won't run anything higher than 4.2.1. You're stuck.
