Can you get all of your music back on a different computer/if computer is wiped?

My macbook had a total meltdown and is only able to be operated in safe mode now. I'm planning to reinstall the OSX to try to fix it and I have no idea if it will wipe my memory or not. I have the disk , I'm assuming it just needs to be inserted into the disc drive.
Anyways, I'm preparing as best I can without Time Machine to backup my things just incase it gets wiped when I reinstall. Thing is, most of my music wasn't, well... Bought. If I drag it all into my purchased folder will I be able to restore it again if something happens?
(Also, in regards to Yosemite, is there a way to get your old iMovie back? I don't want my iMovie to be upgraded, I like mine just fine and I heard the new one that comes with Yosemite is total trash and horrible to learn to use. )

I posted about it here, I think it is a software issue.
I got time machine to work, after using a different drive with 2TB of memory on it. This time, Time Machine picked it up, but I've never used this program before. Once it's been backed up (Which I can't tell if it has been, I truly have no idea how to work it other than that the application keeps saying "Next backup in x amount of seconds), do you know if I can unmount the drive? I don't want it to be connected all the time, that seems like such a nuisance.

    open itunes on the new computer and go to the itunes store
    make sure you are signed in with the apple id of whoever purchased all of music from the itunes store
    on the right hand side of the itunes store home page, under quick links click 'purchased'
    you will be able to download anything you have previously purchased for free

    You will not be able to get it back. You are responsible for backing up your electronic purchases, and if you fail to do so, it is not Apple's responsibility. On occasion, Apple has allowed for the re-download of a song, but usually will only do so if the song becomes corrupt in downloading it.
    Think of it this way, would a record store be responsible if you purchased a CD and you later found you misplaced or damaged it?
    Unfortunately, this forum has seen many posts like yours of people losing their iTunes library because of a hard drive malfunction, and no backup was made.

    I realise there have been a number of threads like this now that I have started looking, the problem is the back-ups i made were saved to a server network which has now also gone down, a case of dreadful luck really. Is there any other way to get the music back?

    I agree with The hatter.  I like the Paragon HFS drivers for WIndows, and their NTFS Drivers for MacOS.  The native drivers in Snow Leopard or Lion give you read only access to NTFS volumes, and the Boot Camp drivers from Apple give our Windows install Read Only access to HFS+ partitions.  If you want to be able to access the whole drive from either OS, then I think the Paragon drivers are the answer.
    I have a 500GB drive in my MacBook Pro, partitioned 320GB for Lion, and about 175GB for Win7.  I keep my Thnderbird email profle stored on my MacOS partition, and no matter which OS I boot I can have full access to my local mail archives.

    The best way to get your music back is to restore it from the local backup you kept before the external HDD crashed. You might also find this Apple KB article helpful: Downloading past purchases from the App Store, iBookstore, and iTunes Store.
    Alternatly, multiple tracks can be downloaded from iTM by highlighting the ones you want to download, right-clicking and selecting "download."

    If you had iTunes Match before all this happened, yes. Just log in, activate iTM and download the music. If you did not have iTunes Match prior to these incidents, no, it can not help you.
    You should also be doing regular backups of your personal data to an extnal HDD. If you had a backup hue could simply restore it.
