Can you get back a deleted icloud backup?

Need to know if there's anyway to get back an old deleted icloud ?

Deleted it one of my iCloud backups with all my pictures once had them downloaded and one wasn't finishing downloading all my pictures so when I go to back up that one , it only downloaded the few that finished

    If data were on the SSD drive with TRIM - practically no chance. If HDD - use DIY recovery software such as DiskDrill or DataResue.
    As quickly as possible turn off the drive where deleted data.
    Use an external HDD with installed OSX for data recovery.

    I notice you are looking for solutions other than restoring, the article does outline how you can use iCloud's Find My iPhone:
    If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.

    I'm going to post what I found via Google. As I understand, it works for some, not for others, so I'm not vouching for this, so do it at your own risk:
    FACT: SMS messages remain on the iPhone after deletion. When “deleted” on the iPhone, they are technically hidden and marked for deletion. Text messages are then deleted only after sync with iTunes.
    In order to recover a deleted text message or messages, run through the following 4 easy steps:
    STEP 1:
    Make sure iTunes doesn’t automatically sync with iPhone when connected.
    STEP 2:
    Connect your iPhone to iTunes and Back up by selecting Preferences > Backup from iTunes, or right-click on your iPhone and choose back up.
    STEP 3:
    Restore your iPhone by selecting Restore under Preferences. Note that restoring the iPhone will restore the previous iPhone firmware. Your iPhone will be completely erased after the new firmware is installed. So make sure your back up is good!
    STEP 4:
    The final step will be to restore your iPhone from the back up you created on step 2. This will allow you to restore any data you have backed up, including the “deleted” text messages.
    That’s it!
    It’s important to distinguish between iPhone data restore and iPhone firmware restore.
    iPhone data restore allows you to restore data you have already backup on iTunes. This is your photos, video, text messages…etc.
    iPhone firmware restore is pretty much like a restore to factory switch. This will restore your iPhone to the previous firmware or system and no user data. This option is often recommended if your suspect that your iPhone OS or iOS is unstable.

    Photos/videos in the Camera Roll are included with the iPhone's backup, which is updated by iTunes as the first step during the iTunes sync process. If the photos were not imported from the Camera Roll by your computer as designed and intended and as with any other digital camera, you synced your iPhone with iTunes since the photos were captured by your iPhone and you haven't synced your iPhone with iTunes since the photos were deleted, you can try restoring your iPhone with iTunes from your iPhone's backup. Do not sync your iPhone with iTunes before doing so and decline the prompt to update your iPhone's backup after selecting Restore.

    Enter the correct password.  It's the only way.  If you can't remember it, you cannot use the backup.  No way around this.

    Unfortunately with the issues I mentioned above I don't even think I have enough space for that on the computer!  I have literally moved all moy pictures, music, etc. to another drive and all that's left are some small docs and applications.  I don't know how to find any more space on the thing and can't get things updated until I fix this...

What I haven't been able to find is an explanation of how you would actually restore from both?     Demo, thanks for the reply. What you wrote is exactly what I thought. I'm trying to figure out why Apple is putting out this article (see partial contents below). The implication is that you can restore from both or why back up some data to one and different data to the other:
    "When to use iCloud and iTunes Backup together
    For an extra level of backup for your data, you can use iCloud Backup and iTunes Backup together."
    Tip: If you are using iCloud and iTunes Backup together, and you simply want to speed up your iCloud Backup & Restore functions, you can save iCloud storage by turning off iCloud Backup for very large data types. For example, if you have a 15 GB Camera Roll on your iPhone, you may not wish to back it up to iCloud because it is already being manually backed up to iTunes. You can disable back up of any iCloud Backup item in Settings > iCloud > Storage & Backup > Manage Storage > Backups > Backup Options. After doing so, these items will only be backed up when you manually back up to iTunes.

    Try restoring from backup.  If yu did not backup since you messed up, restoring from backup should get you back to when the backup was made. Got to iTunes>Preferences>Devices and check the box that says "Prevent iPod...syncing" otherwise when you connect, a backup will be made that does not contain the info you want.

    Are you on iOS 7? Because if so I too had the same problem. What I did was go into my messages and I went to create a new message. Then in the field that says "To", type the person/contacts name and then go into the message box. After that all of your deleted messages should reappear.
