Can you get your money back if the app you purchased doesn't work properly?

Hi,
I recently bought the MobileNoter SE app in order to sync my OneNotes between Playbook, Windows Phone and Laptops.
Once the Playbook was added to the previously fully functioning sync system things started to go wrong, so much so that I've had to re-create a lot of my notebooks.
There are a whole host of flaws and bugs with the app - some people say this is just an Android App which is ported which might account for the bugs if it wasn't fully tested after.
I posted a review which has been taken down - presumably by MobileNoter - without explanation.
I mailed support and they initially sounded like they wanted to help but have since gone silent. I have asked for my money back but more silence.
I wouldn't mind but this app is £20 for which you would expect a fully functional app. This is far from it.
Anyone know what the procedure is now to get a refund. Is there some way Blackberry can help?

Actually, wrong.
The tech support people can help with Playbook purchased apps. If you've called and they said they cannot, you were lied to.
Even in the link you posted, in #10, it states clearly "App Refund related matters are handled by BlackBerry Customer Care." That, my friend is accessed by the support number. Again, if you were told otherwise, you should inform them of such or ask for a manage/supervisor.
And, you don't have a "Partner ID" because you are not a "Partner". The section you're referring to applies to mobile providers, which are the Partners.

    Apple allows apps to list themselves as "Free" if the initial download is free, even if the app has kid-oriented inducements for costly in-app purchases.  The in-app purchases are almost always ridiculous, over-priced game accessories, of which your example of "vault of gems for £70" is right up there.  It is way too caveat emptor for my taste, but each consumer can form their own opinion on that.
    To Apple's credit, they have a good record of granting refunds providing you explain the extenuating circumstances (purchase by a minor) and only ask once.  Contact iTunes Customer Service.
    And immediately, you need to place restrictions on the devices.  The restrictions are off by default (caveat emptor!), so you need to take action to place them.  See this document:  iOS: Understanding Restrictions

    Open App Store and sign in with your Apple ID. Click on the Purchase icon in the toolbar. This will list out all your App Store purchases. It will not list prices, but you can look those up for each purchased application.
    There should also be an account summary. Click on the Account link under Quick Links on the right.

    Try the 'report a problem' link from your purchase history : log into your account on your computer's iTunes via Store > View My Account (Store > View My Apple ID on iTunes 11) and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find that audiobook, click the arrow to the left of it, click the 'Report a Problem' button :
    and then the 'Report a Problem' link on its line :
    and select 'inadvertently purchased' (I'm assuming that there is 'inadvertent' option for audiobooks, there is for apps and music) as the problem and fill in the details (iTunes support should reply within, I think, about 24 hours).

    You are not addressing Apple here. Apps are normally sold as is with no refund, at least on the iTunes side of things. Try and contact the app developer and see what they have to say. You can contact iTunes support by going to the link at the bottom of the page in the App store in iTunes.
