It is a yes and no answer. Yes you can but you cannot have them in the same iTunes library or one of the accounts cannot be associated for 90 days. You would need to have either a separate user or separate iTunes library to have both Apple ID’s on the same computer.

Just wanted to know if I can create two iTune accounts on one computer.
My teen and I right now share one account and the problem gets confusing
when we both want to use Itune gift cards (it's hard to keep track separately).

I have two iPhones, a 5 which I currently use and an old 4 which I use as a second phone as I am overseas. I have connected both to iTunes. Does this cause any problems have two phones on the one iTune account, as far as updates, etc goes?

It won't cause any problem. Moreover, you will be able to share the purchases between both phones and have the same information by using iCloud, so you don't lose anything -

No. The 90 day limit ONLY applies to redownloading purchases from iTunes..
So if she were to redownload purchases from the father's account then she'd have to wait 90 days to redownload form her own account. and the computer can be authorized for multiple iTunes account (pretty sure it's 5) . You don't need to later reauthorize for first account if you authorize for a different account.

There are a couple of methods for using more than one iPod on a single computer. Have a look at the article linked below. Method one is to have two Mac or Windows user accounts which by definition would give you two completely separate libraries. Method two is to set your preferences so each iPod is updated with only certain playlists within one library.
