Can you lock an apple id into a device

i work for a company that has operatives who use ipads to complete work, but we need them to all be on the same account so we can monitor and perform remote communications.  The problem is that if the user puts in their own account we have no control over this.  Is there a away of locking the devices to one account?

    Apple IDs cannot be merged. You should use your preferred Apple ID from now on, but you can still access your purchased items such as music, movies, or software using your other Apple IDs.

    My brother broke his phone and i ended up buying him a used one from a friend, i remember my friend erasing the device completely. But as soon as i took it to my brother he is saying the Activation screen is appearing and it is asking him for the previous Apple ID & Password.
    The problem is, my friend does not want to give his ID and Password (understandable), and my brother lives very far away. So i was wondering id there is a way for my friend to login to either iCloud.com or his iTunes and remotely remove the Apple ID from his device.

    It is not necessary to have the device. Contact the person that you purchased the device from and have them follow the instructions for not having the device in this support document. What to do before selling or giving away your iPhone, iPad, or iPod touch - Apple Support  That will remove the device from their account and allow your brother to continue.

    You'll have to have an ID you all share in order to have a shared iCloud account. It would be sensible for each person to have their own ID and their own iCloud account for email and their own data (each would be on their own computer/iOS device or user account on a Mac) and then have a common account which everyone would sign into in System Preferences>Mail, Contacts and Calendars to access shared data.
    You don't want to be all using the email in a common account - if people are using email aliases remember these can't be detached from the account and transferred to another one. Having all your emails mixed up together can be somewhat impracticable.

    If you are going to change your AppleID login you will need to log out and back in on all your devices. Turn off 'Find My iPhone/iMac/iPod' first or you will find yourself unable to sign out and be stuck.

    It depends on what you want to do.
    You could, for example, have one AppleID for iCloud backup [and therefore message syncing, notes syncing, etc] and a second one for iTunes [music, iBooks, etc].
    But if you are looking for a way to flip everything between different appleIDs, then no.

    No, in this case the 2 user accounts with its own Apple IDs would be completely seperated.
    If you want to share this things like music and app purchases you will have to to something else.
    1. Create two user accounts on your Mac (user A and user B).
    2. Create two iCloud accounts just for Mail, Contacts, Calendars, Photos, etc. (one for user A and one for user B):
    On your Mac (with Mac OS X Lion or Mountan Lion):
    Settings > Mail, Contacts, Calendars > iCloud > Create an Apple ID (button in left corner)
    On your iPhone, iPad or iPod touch (iOS 5 or later):
    Settings > Mail, Contacts, Calendars > Add Account > iCloud > Get a free @me.com address and create a new Apple ID

It is not recommended because you shouldn't share your Apple ID account information with other people but you could set up your old Apple ID as an account just for store purchases (Apps, Music, ...) so that everyone of you can manage the purchases in their own library (Access is limited to 10 devices). Therefore you have to setup this "old" ID in Settings of your iOS devices (Settings > iTunes & App Store) and in iTunes on your Mac.

    No, you can only connect to one Home Sharing account at a time. If you want to see the content of the other Mac's library you will have to turn off Home Sharing on the Apple TV and log back in with the other iTunes account.

    Yes, there are even defaults for naming them, such as LivingRoom, Bedroom, etc, or you can even enter your own name with the remote for each AppleTV.

    I don't believe you can. The usual model for iOS app distribution is for each device to have a unique Apple ID and for apps to be acquired separately, either via codes from the Volume Purchase Program or individual purchase through the iTunes Store. The licensing from the iTunes Store doesn't allow an app to be installed on more than one device unless all the devices are being used by a single person, so you legally cannot install one app on multiple corporate devices in the circumstances most businesses use.
